Abstract

Penelitian ini bertujuan mendeskripsikan implementasi program Sekolah/Madrasah Aman Bencana (SMAB) di Madrasah Aliyah Negeri (MAN) 16 Jakarta, berfokus pada mitigasi bencana banjir. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui observasi, wawancara, dokumentasi, dan studi literatur. Hasil penelitian menunjukkan implementasi SMAB di MAN 16 Jakarta masih menghadapi tantangan dan belum optimal dalam konteks bencana banjir. Pada pilar fasilitas sekolah aman, lokasi madrasah memiliki risiko banjir tinggi karena kedekatan dengan sungai, meskipun empang membantu meminimalkan genangan di bangunan utama. Namun, ditemukan kerentanan seperti kondisi lantai yang tidak terawat, serta kelemahan desain evakuasi seperti kurangnya rambu penunjuk arah dan pemahaman titik kumpul yang belum merata. Pilar manajemen bencana di sekolah menunjukkan pembentukan tim bencana dan komite manajemen belum formal dan bersifat sporadis. Ketiadaan peta risiko bencana, SOP penanganan banjir baku, dan simulasi yang tidak menyeluruh juga mengindikasikan perencanaan yang belum sistematis. Sementara itu, pilar pendidikan pencegahan dan pengurangan risiko bencana menunjukkan integrasi materi kebencanaan ke kurikulum formal masih terbatas dan disampaikan sporadis. Pelatihan guru dan staf belum rutin dan merata, dengan keterlibatan petugas kebersihan yang minim, padahal mereka krusial dalam respons bencana. Kesimpulannya, implementasi SMAB di MAN 16 Jakarta belum optimal karena kendala struktural, perbedaan prioritas institusional, serta kurangnya integrasi dan keberlanjutan program secara komprehensif. *****This study aims to describe the implementation of the Disaster Safe School/Madrasah (SMAB) program at Madrasah Aliyah Negeri (MAN) 16 Jakarta, with a focus on flood mitigation. A qualitative descriptive approach was employed, collecting data through observation, interviews with key and supporting informants, documentation, and literature review. The findings indicate that SMAB implementation at MAN 16 Jakarta, particularly in the context of flood disasters, is still facing challenges and is not yet optimal. Under the safe school facilities pillar, the madrasah's location presents a high flood risk due to its proximity to a river, although the presence of ponds helps minimize inundation in the main buildings. However, vulnerabilities were identified, such as the untended condition of the floors, and weaknesses in evacuation design, including a lack of clear directional signs and uneven understanding of assembly points. The school disaster management pillar reveals that the formation of disaster teams and management committees is not yet formal and remains sporadic. The absence of a dedicated disaster risk map, standardized flood handling SOPs, and comprehensive simulations also indicates a lack of systematic planning. Meanwhile, the disaster risk reduction education pillar shows that the integration of disaster material into the formal curriculum is limited and delivered sporadically, generally only within geography lessons. Teacher and staff training is also not routine or equitable, with minimal involvement of cleanliness staff, despite their crucial role in disaster prevention and response. In conclusion, SMAB implementation at MAN 16 Jakarta is not yet optimal due to structural constraints, differing institutional priorities, and a lack of comprehensive program integration and sustainability.
