Abstract

Penelitian ini bertujuan untuk menganalisis aksesibilitas fasilitas disabilitas di 39 Halte Transjakarta BRT di Jakarta Barat, berdasarkan PERMEN PUPR No. 14 Tahun 2017 tentang Persyaratan Kemudahan Bangunan Gedung dan PERMEN HUB No. 98 Tahun 2017 tentang Penyediaan Aksesibilitas Pada Pelayanan Jasa Transportasi Publik Bagi Pengguna Jasa Berkebutuhan Khusus. Penelitian ini menggunakan metode deskriptif kuantitatif dengan teknik multiple ring buffer dan skoring pada 11 parameter, antara lain (a) Ukuran dasar ruang; (b) Pintu/Gate; (c) Jalur pemandu/Guiding block; (d) Bidang miring/Ramp; (e) Tangga; (f) Toilet aksesibel; (g) Kursi tunggu; (h) Lift prioritas; (i) Informasi kedatangan; (j) Tanda/simbol; (k) APAR. Hasil menunjukkan bahwa 33,3% atau 13 halte termasuk pada aksesibilitas tinggi, 28,3% atau 11 halte pada aksesibilitas sedang, dan 38,4% atau 15 halte termasuk aksesibilitas rendah. Parameter informasi kedatangan memiliki aksesibilitas tertinggi sebesar 99,36% sedangkan yang terendah lift sebesar 6,41%. Halte Transjakarta BRT di Kota Jakarta Barat didominasi oleh halte dengan aksesibilitas rendah. Hal ini sejalan dengan kondisi bahwa dari 39 halte hanya 10 halte yang sudah revitalisasi, hanya 17 halte yang memiliki jalur pemandu, hanya 5 halte dengan ramp yang langsung terhubung dengan trotoar, serta hanya 3 halte yang memiliki lift prioritas. Sebagian besar halte juga masih menggunakan jalur ramp panjang tanpa jalur pemandu. Selain itu, sebagian besar persebaran penyandang disabilitas di Jakarta Barat berada di luar jangkauan ideal pelayanan halte Transjakarta. ***** This study aims to analyze the accessibility of disability facilities at 39 Transjakarta BRT bus stops in West Jakarta, based on the Regulation of the Minister of Public Works and Public Housing (PUPR) No. 14 of 2017 concerning Building Accessibility Requirements and the Regulation of the Minister of Transportation No. 98 of 2017 concerning Provision of Accessibility in Public Transportation Services for Users with Special Needs. This study uses a quantitative descriptive method with multiple ring buffer techniques and scoring on 11 parameters, including (a) Basic room size; (b) Doors/Gates; (c) Guiding block; (d) Ramps; (e) Stairs; (f) Accessible toilets; (g) Waiting chairs; (h) Priority elevators; (i) Arrival information; (j) Signs/symbols; (k) Fire extinguishers. The results show that 33.3% or 13 bus stops are included in high accessibility, 28.3% or 11 bus stops in medium accessibility, and 38.4% or 15 bus stops in low accessibility. The arrival information parameter has the highest accessibility of 99.36%, while the lowest is the elevator at 6.41%. Transjakarta BRT bus stops in West Jakarta City are dominated by stops with low accessibility. This is in line with the condition that of the 39 stops, only 10 have been revitalized, only 17 have guideways, only 5 stops have ramps directly connected to the sidewalk, and only stops have priority elevators. Most stops also still use long ramps without guideways. In addition, the distribution of people with disabilities in West Jakarta is largely outside the ideal service reach of Transjakarta stops.
