Abstract

Peningkatan kualitas sumber daya manusia menjadi prioritas strategis Polri dalam mendukung reformasi birokrasi dan profesionalisme institusi. Salah satu inisiatif utamanya adalah Program Penyetaraan Karier antara lulusan Program Pendidikan Biaya Dinas jenjang S2 dan S3 dengan lulusan Sekolah Staf dan Pimpinan (Sespimmen dan Sespimti). Program ini bertujuan menjamin kesetaraan akses karier melalui jalur akademik dan kepemimpinan struktural. Namun, implementasinya masih menghadapi berbagai tantangan, termasuk kesenjangan legitimasi akademik dan karier, serta belum optimalnya mutu pembelajaran. Penelitian ini bertujuan mengevaluasi implementasi program penyetaraan karier di lingkungan Polri pada periode 2022–2023, dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product) dan pendekatan mixed methods. Data diperoleh melalui studi dokumen dan wawancara mendalam dengan para pemangku kepentingan terkait. Hasil penelitian menunjukkan bahwa program ini memiliki relevansi tinggi dengan kebutuhan strategis Polri, namun belum sepenuhnya diintegrasikan ke dalam sistem pengembangan karier formal. Ditemukan kelemahan dalam standar seleksi, disparitas kurikulum, dan sistem penjaminan mutu. Selain itu, lulusan belum memperoleh pengakuan yang setara dalam struktur karier, dan kontribusi nyata mereka terhadap organisasi belum terdokumentasi secara sistematis. Kesimpulannya, dibutuhkan perbaikan menyeluruh dalam tata kelola program, mulai dari desain kurikulum, penguatan proses pembelajaran, hingga integrasi hasil pendidikan ke dalam kebijakan karier institusional. Rekomendasi strategis diajukan untuk memperkuat efektivitas program dalam mendukung pengembangan SDM Polri yang unggul dan adaptif. EVALUATION OF THE IMPLEMENTATION OF THE CAREER EQUALIZATION PROGRAM FOR GRADUATES OF THE STATE-FUNDED EDUCATION PROGRAM AND GRADUATES OF THE LEADERSHIP SCHOOL WITHIN THE INDONESIAN NATIONAL POLICE –Hartini– ABSTRACT Improving the quality of human resources has become a strategic priority for the Indonesian National Police (Polri) in supporting bureaucratic reform and institutional professionalism. One of its key initiatives is the Career Equalization Program, which aims to align the career prospects of graduates from the State Funded Education Program at the master's and doctoral levels with those of graduates from the Police Leadership Schools (Sespimmen and Sespimti). This program seeks to ensure equal career opportunities through both academic and structural leadership pathways. However, its implementation still faces multiple challenges, including gaps between academic and career legitimacy, as well as suboptimal learning quality. This study aims to evaluate the implementation of the career equalization program within Polri during the 2022–2023 period, using the CIPP (Context, Input, Process, Product) evaluation model and mixed methods approach. Data were collected through document analysis and in-depth interviews with relevant stakeholders. The findings indicate that the program is highly relevant to Polri's strategic human resource needs but has yet to be fully integrated into the formal career development system. Weaknesses were identified in selection standards, curriculum disparity, and the quality assurance system. Moreover, graduates have not yet received equal recognition within the career structure, and their actual contributions to organizational development remain poorly documented. In conclusion, comprehensive improvements are needed in program governance, including curriculum design, enhancement of the learning process, and integration of educational outcomes into institutional career policies. Strategic recommendations are offered to strengthen the program's effectiveness in supporting the development of high-quality, adaptive human resources within Polri.
