Abstract

Penelitian ini bertujuan untuk Untuk mengetahui Zonasi Keterjangkauan Unit Informasi Dan Layanan Sosial (UILS) Di Jakarta Timur Bagi Pengguna Layanan Penyandang Disabilitas Mental. Melalui metode penelitian kuantitatif maka diperoleh populasi dalam penelitian ini adalah seluruh warga penggunaan pelayanan sosial di unit informasi dan layanan sosial (UILS) yang ada di Jakarta Timur dengan populasi sampel sebanyak 34 orang merupakan pengguna layanan di Unit Informasi dan Layanan Sosial (UILS) Jakarta Timur. Hasil penelitian menunjukan bahwa zonasi keterjangkauan pada kecamatan di Jakarta Timur cukup bervariasi. Adapun zona yang sangat terjangkau (4 – 5 aspek keterjangkauan memiliki persentase >50%) yaitu Kecamatan Kramat Jati, Makasar, dan Duren Sawit. Lalu, zona yang cukup terjangkau (2 - 3 aspek keterjangkauan memiliki persentase >50%) yaitu Kecamatan Ciracas, Cipayung, Jatinegara, dan Pulogadung. Selain itu, ada zona yang tidak terjangkau (0 – 1 aspek keterjangkauan memiliki persentase >50%) yaitu Kecamatan Matraman, Cakung, dan Pasar Rebo. Sedangkan, analisis keterjangkauan dengan metode buffering sebagai pembanding visual teknis menunjukkan bahwa hanya wilayah dalam radius 3 km dari lokasi layanan yang masih terjangkau. Adapun yang masih dapat terjangkau disini yaitu Kelurahan Duren Sawit, Pinang Ranti, Kampung Rambutan dan Kampung Dukuh. Sementara sebagian besar wilayah lainnya belum mendapatkan akses memadai. Dengan begitu, keterjangkauan layanan ini masih perlu ditingkatkan dengan menambah titik lokasi UILS agar penyandang disabilitas mental dapat memperoleh layanan yang lebih merata dan inklusif. ***** This research aims to identify the Accessibility Zoning of the Information and Social Service Units (UILS) in East Jakarta for users with mental disabilities. Using a quantitative research method, the population in this study consists of all residents who utilize social services at UILS in East Jakarta. The sample includes 34 individuals who are service users at the UILS in East Jakarta. The research findings indicate that accessibility zoning across sub-districts in East Jakarta varies significantly. The highly accessible zones (where 4–5 accessibility aspects score above 50%) include Kramat Jati, Makasar, and Duren Sawit Sub-districts. The moderately accessible zones (where 2–3 aspects score above 50%) consist of Ciracas, Cipayung, Jatinegara, and Pulogadung. Meanwhile, the inaccessible zones (where only 0–1 aspect scores above 50%) are Matraman, Cakung, and Pasar Rebo. Furthermore, an accessibility analysis using buffering as a technical visual comparison shows that only areas within a 3 km radius from the service location remain accessible. These areas include Duren Sawit, Pinang Ranti, Kampung Rambutan, and Kampung Dukuh Sub-districts. However, most other regions still lack adequate access. Therefore, service accessibility needs to be improved by increasing the number of UILS locations so that individuals with mental disabilities can receive more equitable and inclusive services.
