Abstract
Penelitian ini memiliki tujuan untuk mengetahui proses pengembangan UMKM yang dilakukan dalam program Jak Preneur, mengetahui evaluasi pelaksanaan program Jak Preneur di Kecamatan Cipayung, dan bertujuan mengetahui manfaat program Jak Preneur dalam meningkatkan kualitas hidup berdasarkan perspektif Entrepreneurship Schumpeter. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Penelitian ini dilakukan di kantor sekretariat Jak Preneur kecamatan Cipayung dan di kantor Suku Dinas Perindustrian Perdagangan Koperasi Usaha Kecil dan Menengah (PPKUKM). Subjek penelitian ini terdiri dari 17 orang, meliputi 5 pelaku UMKM binaan sebagai informan utama, 2 informan kunci (1 pendamping dan 1 staf Sudin PPKUKM), serta 6 konsumen dan 4 anggota keluarga sebagai triangulasi. Penelitian ini dilaksanakan pada bulan Juni 2024 sampai dengan Februari 2025. Pengumpulan data dilakukan dengan wawancara mendalam, observasi di lokasi penelitian, dan dokumentasi. Kemudian data temuan dianalisis dengan menggunakan indikator evaluasi program pembangunan, dan konsep Entrepreneurship Schumpeter. Hasil penelitian menunjukan jika proses pengembangan UMKM dalam program Jak Preneur dilakukan melalui tujuh serangkaian kegiatan, yaitu pendaftaran, pelatihan, pemasaran, perizinan, permodalan, pelaporan keuangan, dan pendampingan. Selanjutnya, berdasarkan evaluasi program, keberadaan program Jak Preneur mampu memberikan dampak positif bagi kesejahteraan dan keberlangsungan usaha pelaku UMKM, dengan mempertimbangkan efektivitas program dalam meningkatkan pengetahuan UMKM, dampak program dalam jaringan kolaboratif pelaku UMKM, efisiensi program dalam pengembangan usaha, relevansi program dalam menjawab kebutuhan pelaku UMKM, dan keberlanjutan usaha pasca mengikuti program. Melalui program ini pelaku UMKM dapat merasakan adanya peningkatan kualitas hidup. Manfaat ini meliputi, transformasi pola pikir entrepreneurship, peningkatan kemandirian ekonomi, dan perubahan kesejahteraan keluarga. Tiga manfaat tersebut merupakan hasil inovasi dalam upaya meningkatkan kualitas hidup melalui Program, sejalan dengan konsep entrepreneurship Schumpeter yang memandang entrepreneur sebagai agen perubahan melalui inovasi dan creative destruction. Kata Kunci: Evaluasi Program, Entrepreneurship, UMKM, Jak Preneur. ***** This study aims to determine the development of SMEs conducted in the Jak Preneur program, evaluate the implementation of the Jak Preneur program in Cipayung District, and identify the benefits of the Jak Preneur program in improving the quality of life based on the perspective of Schumpeter's Entrepreneurship. The documentation was obtained from informants and direct documentation. The findings were then analyzed using program evaluation indicators for development and the concept of Schumpeterian Entrepreneurship. This research uses a case study method with a qualitative approach. The research was conducted at the Jak Preneur secretariat office in Cipayung district and at the Sub-department Office of Industry, Trade, Cooperatives, Small and Medium Enterprises (PPKUKM). The subjects of this research consist of 17 people, including 5 entrepreneurs from fostered MSMEs as primary informants, 2 key informants (1 mentor and 1 staff member from Sudin PPKUKM), as well as 6 consumers and 4 family members for triangulation. This research was conducted from June 2024 to February 2025. Data collection was done through in-depth interviews, observations at the research location, and documentation. The findings were then analyzed using program evaluation indicators and Schumpeter's Entrepreneurship concept. The results of this study indicate that the process of developing MSMEs through the Jak Preneur program is carried out through seven series of activities, namely registration, training, marketing, licensing, capitalization, and financial reporting, each accompanied by district facilitators. Furthermore, based on program evaluation, the existence of the Jak Preneur program has a positive impact on the welfare and sustainability of MSME operators, considering the effectiveness of the program in improving MSME knowledge, the program's impact on the collaborative network of MSME operators, the efficiency of the program in business development, the relevance of the program in addressing the needs of MSME operators, and the sustainability of businesses after participating in the program. Through this program, MSME actors can experience an improvement in their quality of life. These benefits include a transformation in the entrepreneurial mindset, an increase in economic independence, and an enhancement in family welfare. These three benefits are the result of innovations aimed at improving the quality of life through the Program, in line with Schumpeter's concept of entrepreneurship, which views the entrepreneur as an agent of change through innovation and creative destruction.
