Abstract

Anak di bawah umur yang menggunakan kendaraan bermotor merupakan fenomena yang marak terjadi, terutama di lingkungan pendidikan seperti SMPN 9 Tangerang Selatan. Meskipun undang-undang telah melarang anak di bawah usia 17 tahun untuk berkendara, namun pada kenyataannya banyak pelanggaran yang terjadi karena budaya permisif di masyarakat. Penelitian ini bertujuan untuk memahami persepsi masyarakat terhadap penggunaan kendaraan bermotor oleh anak di bawah umur, mengevaluasi undang-undang yang berlaku, dan melakukan upaya intervensi sosial agar masyarakat sadar hukum. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam dengan siswa, orang tua, guru, dan aparat penegak hukum, serta observasi lapangan. Selain itu, dokumen dan laporan resmi terkait kondisi lalu lintas juga dianalisis. Validasi data dilakukan dengan menggunakan teknik triangulasi untuk memastikan akurasi dan validitas temuan. Hasil penelitian menunjukkan bahwa penggunaan kendaraan bermotor oleh anak di bawah umur didorong oleh kebutuhan praktis, kurangnya akses transportasi umum, dan pengaruh sosial. Meskipun masyarakat memahami adanya larangan hukum, namun tingkat kesadaran hukumnya masih rendah yang ditandai dengan sikap permisif dari orang tua dan sekolah. Penelitian ini menyimpulkan bahwa kebijakan yang lebih ketat, seperti pendidikan keselamatan lalu lintas, perbaikan transportasi umum, dan penegakan hukum yang konsisten, diperlukan untuk mengurangi pelanggaran serupa di masa depan. ***** The use of motorized vehicles by minors is a widespread phenomenon, especially in educational environments such as SMPN 9 South Tangerang. Although the law has prohibited children under the age of 17 from driving, the reality speaks that many violations occur due to the permissive culture in society. This research aims to understand the public perception of the use of motorized vehicles by minors, evaluate the applicable laws, and make social intervention efforts so that people are aware of the law. This research uses a qualitative method with a case study approach. Data were collected through in-depth interviews with students, parents, teachers, and law enforcement officials, as well as through field observations. In addition, official documents and reports related to traffic conditions were analyzed. Data validation was conducted using triangulation techniques to ensure the accuracy and validity of the findings. The results showed that the use of motor vehicles by minors is driven by practical needs, lack of access to public transportation, and social influences. Although the community understands the legal prohibitions, the level of legal awareness is still low, characterized by permissive attitudes from parents and schools. This study concludes that more stringent policies, such as traffic safety education, improved public transportation, and consistent law enforcement, are needed to reduce similar violations in the future.
