Abstract
Penelitian ini bertujuan untuk merencanakan lahan parkir di Kawasan Alun- Alun Ahmad Yani Kota Tangerang dengan mengacu pada regulasi perparkiran yang berlaku serta prinsip perencanaan berkelanjutan. Metode penelitian melibatkan observasi lapangan untuk memperoleh data primer mengenai karakteristik parkir, meliputi akumulasi, volume, durasi, kapasitas, indeks, turnover, dan kebutuhan ruang parkir. Hasil penelitian menunjukkan bahwa sistem parkir eksisting masih menggunakan on-street parking pada jalur sepeda dan area mendekati persimpangan, sehingga bertentangan dengan Peraturan Walikota Tangerang Nomor 43 Tahun 2017 dan Pedoman Teknis Fasilitas Parkir Dirjen Perhubungan Darat Tahun 1996. Sebagai alternatif solusi, penelitian ini mengusulkan pemanfaatan lahan milik Pemerintah Kabupaten Tangerang dengan luas 2450〖 m〗^2 (± 27% dari total luas lahan) dari total 9165 〖 m〗^2 untuk pengembangan fasilitas off-street parking. Perencanaan ini dapat menampung 47 SRP kendaraan roda empat, 2 SRP Disabilitas, 60 SRP kendaraan roda dua, 2 Stasiun Pengisian Kendaraan Listrik Umum (SPKLU), area parkir sepeda, serta zona pedagang kaki lima dan area interaksi publik sebagai bentuk penerapan mixed-use development. Selain meningkatkan kapasitas parkir dan mengurangi konflik ruang pada jalur utama, desain ini juga mendukung fungsi sosial-ekonomi dan diproyeksikan dapat menghasilkan pendapatan sebesar Rp 27.000.000 hingga Rp 45.000.000 per bulan. Kata Kunci: Perencanaan lahan parkir, off-street parking, regulasi perparkiran, keberlanjutan, mixed-use development. ***** This study aims to design a parking facility in the Ahmad Yani Square area of Tangerang City by referring to applicable parking regulations and sustainable planning principles. The research method involves field observations to obtain primary data regarding parking characteristics, including accumulation, volume, duration, capacity, index, turnover, and parking space requirements. The findings indicate that the existing parking system still relies on on-street parking along bicycle lanes and near intersections, which contradicts Tangerang City Regulation Number 43 of 2017 and the Technical Guidelines for Parking Facilities by the Directorate General of Land Transportation (1996). As an alternative solution, this study proposes the utilization of government-owned land (Tangerang Regency) covering 2,450 m² (approximately 27% of the total 9,165 m²) for the development of an off-street parking facility. The proposed design can accommodate 47 SRPs (Standard Parking Spaces) for four-wheeled vehicles, 2 SRPs for Persons with Disabilities, 60 SRPs for two-wheeled vehicles, 2 Electric Vehicle Charging Stations (SPKLU), a bicycle parking area, a street vendor (PKL) zone, and a public interaction area as a form of limited-scale mixed-use development. In addition to increasing parking capacity and reducing spatial conflicts along main road, this design also supports the socio-economic functions of the area and is projected to generate revenue of IDR 27,000,000 to IDR 45,000,000 per month.
