Abstract

Indonesia, sebagai negara dengan mayoritas penduduk Muslim, memiliki tantangan besar dalam meningkatkan literasi Al-Qur’an di kalangan masyarakat. Meskipun Islam menjadi agama mayoritas, masih terdapat kesenjangan signifikan dalam kemampuan membaca dan menghafal Al-Qur’an. Program tahfizh Al-Qur’an menjadi solusi strategis untuk memperkuat pemahaman dan kemampuan membaca Al-Qur’an. Dalam hal ini, Perguruan tinggi IIQ Jakarta dan PTIQ Jakarta telah menunjukkan komitmen luar biasa dalam mengintegrasikan program tahfizh sebagai bagian penting dari kurikulum mereka. Meskipun memiliki prestasi yang signifikan, implementasi program tahfizh di kedua institusi ini masih menghadapi sejumlah tantangan. Penelitian ini bertujuan mengevaluasi implementasi program tahfizh Al-Qur’an di IIQ Jakarta dan PTIQ Jakarta menggunakan model evaluasi CIPP (Context, Input, Process, Product). Evaluasi ini memberikan gambaran menyeluruh mengenai kekuatan dan peluang yang ada. Diharapkan, hasil penelitian ini dapat memberikan referensi dalam pengembangan program tahfizh di perguruan tinggi Islam lainnya, serta mendukung penguatan identitas akademik dan daya saing IIQ dan PTIQ Jakarta. Penelitian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data berupa wawancara, observasi dan studi dokumentasi. Analisis data dilakukan melalui tahapan reduksi, kategorisasi, interpretasi, serta visualisasi menggunakan software NVivo untuk memetakan tema dan keterkaitan antar kategori evaluatif. Hasil evaluasi menunjukkan bahwa pada aspek konteks, program tahfizh dirancang berdasarkan visi dan misi keislaman yang kuat serta kebutuhan untuk melestarikan tradisi hafalan Al-Qur'an. Pada aspek input, kedua perguruan tinggi telah menyediakan sumber daya manusia yang kompeten dan kurikulum yang memadai. Aspek proses menunjukkan bahwa pelaksanaan program dan metode pembelajaran berjalan sesuai perencanaan dan telah terintegrasi dengan sistem pendidikan nasional. Evaluasi dilakukan secara berkala untuk memonitor kualitas pengajaran dan hafalan mahasiswa. Pada aspek produk, lulusan program tahfizh memiliki kualitas hafalan yang baik. Penelitian ini menghasilkan model konseptual evaluasi program tahfizh berbasis CIPP yang dapat dijadikan acuan untuk pengembangan standar mutu dan kebijakan program tahfizh di perguruan tinggi Islam di Indonesia. Meskipun model ini bersifat hipotetik, pengujian empiris pada tahap berikutnya diperlukan untuk validasi lebih lanjut. Secara keseluruhan, implementasi program tahfizh di IIQ dan PTIQ Jakarta berjalan efektif. Evaluasi berbasis kerangka CIPP memberikan gambaran bahwa tata kelola yang baik sangat penting bagi keberlanjutan program tahfizh di Perguruan Tinggi. ***** Indonesia, as a country with a Muslim-majority population, faces significant challenges in improving Qur'an literacy among its people. Despite Islam being the predominant religion, a considerable gap remains in the ability to read and memorize the Qur'an. Qur'an memorization programs have emerged as a strategic solution to enhance understanding and reading skills of the Qur'an. In this regard, IIQ Jakarta and PTIQ Jakarta have demonstrated exceptional commitment in integrating the tahfizh program as a core component of their curricula. However, despite their notable achievements, the implementation of the tahfizh program at both institutions still faces several challenges. This study aims to evaluate the implementation of the Qur'an memorization program at IIQ Jakarta and PTIQ Jakarta using the CIPP (Context, Input, Process, Product) evaluation model. This evaluation provides a comprehensive overview of the strengths and opportunities available. The results of this study are expected to serve as a reference for the development of tahfizh programs at other Islamic universities, as well as support the strengthening of the academic identity and competitiveness of IIQ and PTIQ Jakarta. This study employs a qualitative approach, with data collection techniques including interviews, observations, and document studies. Data analysis was carried out through the stages of reduction, categorization, interpretation, and visualization using NVivo software to map themes and relationships between evaluative categories. The evaluation results indicate that, in terms of context, the tahfizh program is designed based on a strong Islamic vision and mission, as well as the need to preserve the tradition of memorizing the Qur'an. In terms of inputs, both universities have provided competent human resources and adequate curricula. The process aspect reveals that the implementation of the program and teaching methods align with the plan and are integrated into the national education system. Regular evaluations are conducted to monitor the quality of teaching and students' memorization. Furthermore, in terms of outputs, graduates of the tahfizh program demonstrate high-quality memorization and have a significant social impact. This study proposes a conceptual model for evaluating tahfizh programs based on the CIPP framework, which can serve as a reference for developing quality standards and policies for tahfizh programs at Islamic higher education institutions in Indonesia. Although this model is hypothetical, empirical testing in future research is necessary for further validation. Overall, the implementation of tahfizh programs at IIQ and PTIQ Jakarta has been effective. Evaluation based on the CIPP framework highlights that good governance is crucial for the sustainability of tahfizh programs at higher education institutions
