Abstract
Penelitian ini bertujuan untuk menganalisis strategi BKK dalam pengembangan karier siswa/i di SMK Negeri 16 Jakarta. Latar belakang penelitian ini dilandasi oleh tingginya angka pengangguran lulusan SMK serta kurang optimalnya peran BKK dalam memfasilitasi penyerapan lulusan ke dunia kerja. metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi yang melibatkan kepala sekolah, wakil kepala sekolah bidang hubungan industri, ketua BKK, guru BK, siswa/i kelas XII, alumni dan perwakilan dari mitra perusahaan yang bekerja sama dengan SMK Negeri 16 Jakarta. Hasil penelitian ini menunjukkan bahwa pengorganisasian BKK di SMK Negeri 16 Jakarta telah memiliki struktur kerja yang jelas, namun pelaksanaannya belum berjalan secara maksimal akibat keterbatasan sumber daya manusia, sarana prasarana dan minimnya pemanfaatan teknologi informasi. Program kerja BKK, meliputi layanan informasi lowongan kerja, pelatihan kesiapan kerja, bimbingan karier, tracer study serta kerja sama dengan DU/DI, namun belum dikelola secara optimal. Kendala utama yang dihadapi BKK, antara lain belum memiliki website resmi BKK sekolah, kurangnya dukungan manajerial dalam bentuk regulasi yang kuat dan sistematis serta rendahnya literasi karier siswa/i. Penelitian ini merekomendasikan perlunya penguatan manajemen BKK melalui peningkatan kapasistas sumber daya manusia, penguatan jejaring kemitraan dengan DU/DI, pemanfaatan digitalisasi layanan ketenagakerjaan serta peningkatan program pendampingan karier bagi siswa/i. Peran strategis BKK akan semakin optimal apabila didukung oleh komitmen seluruh komponen sekolah dalam mengembangkan ekosistem layanan karier yang relevan dengan tuntutan industri. The background to this research is the high unemployment rate among vocational school graduates and the suboptimal role of the BKK in facilitating graduates' employment. The research method used is qualitative with a descriptive approach. Data collection techniques were conducted through interviews, observation, and documentation involving the principal, vice principal for industrial relations, the head of the BKK, guidance and counseling teachers, 12th-grade students, alumni, and representatives from partner companies collaborating with State Vocational School 16 Jakarta. The results of this study indicate that the BKK organization at State Vocational School 16 Jakarta has a clear work structure, but its implementation has not been optimal due to limited human resources, infrastructure, and minimal use of information technology. The BKK's work programs include job vacancy information services, job readiness training, career guidance, tracer studies, and collaboration with the industrial and commercial sectors, but these have not been optimally managed. The main obstacles faced by the School Education and Training Agency (BKK) include the lack of an official school BKK website, a lack of managerial support in the form of strong and systematic regulations, and low student career literacy. This study recommends strengthening BKK management by increasing human resource capacity, strengthening partnership networks with the industrial and commercial sectors, utilizing digital employment services, and enhancing career mentoring programs for students. The BKK's strategic role will be optimal if supported by the commitment of all school components to developing a career services ecosystem relevant to industry demands.
