Abstract

Pada penelitian ini, terdapat tiga tujuan yakni pertama untuk memaparkan proses terbentuknya Taman O yang berlokasi di Cibubur, RW 03. Kedua, untuk memaparkan kontekstualisasi Taman O sebagai ruang publik dalam perspektif Jũrgen Habermas. Ketiga dan terakhir, untuk memaparkan ironi yang terjadi di Taman O sebagai ruang publik dalam perspektif Jürgen Habermas. Adapun permasalahan penelitian ini berangkat dari perubahan fungsi Taman O yang sebelumnya hanya berupa lahan kosong menjadi taman yang memberikan manfaat bagi masyarakat sekitar, namun efektivitas pemanfaatannya perlu dievaluasi lebih lanjut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Peneliti memperoleh data penelitian melalui dokumentasi, observasi, studi kepustakaan dan wawancara dengan tiga orang dari pihak pemerintah, dua orang pengelola Taman O Cibubur, dan empat orang masyarakat sekitar Taman O Cibubur. Lokasi penelitian ini terletak di Taman O, Cibubur, Jakarta Timur, penelitian membutuhkan waktu dari bulan Juni 2024 hingga Februari 2025. Selain itu, penelitian ini menggunakan beberapa konsep yakni taman sebagai ruang terbuka hijau, revitalisasi taman, dan ruang publik dalam perspektif Jurgen Habermas. Hasil penelitian menunjukkan bahwa Taman O Cibubur memberikan manfaat ekonomi, sosial, dan ekologi bagi masyarakat sekitar. Namun demikian, revitalisasi taman ini belum berjalan optimal. Hal tersebut tampak dari jam buka taman yang relatif singkat dan proses birokrasi penggunaan Taman O yang cukup rumit. Situasi ini menjadi ironi ketika dilihat dari teori Habermas karena ruang publik yang seharusnya terbuka, inklusif, dan memfasilitasi interaksi rasional, justru belum dapat terwujud secara maksimal di Taman O. Kondisi ini memperlihatkan prinsip inklusivitas ruang publik Habermas yang belum sepenuhnya terpenuhi karena warga masih terkendala birokrasi dan keterbatasan waktu pemanfaatan taman. Taman O yang diharapkan menjadi ruang publik pada praktiknya gagal dan hanya menjadi ruang terbuka biasa. Oleh karena itu, pemerintah dan pengelola perlu memberikan perhatian lebih agar Taman O dapat dimanfaatkan secara optimal sebagai ruang publik oleh masyarakat. Kata Kunci : Ruang Terbuka Hijau, Revitalisasi Taman, Ruang Publik *** In this study, there are three objectives, namely, first, to explain the process of the formation of Taman O which is located in Cibubur, RW 03. Second, to explain the importance of the Revitalization of Taman O for residents around RW 03, Cibubur Village. Third, to explain the sociological perspective related to the existence of a city park in the middle of a residential area. The problem of this research is based on the change in the function of Taman O which was previously only an empty land into a park that provides benefits to the surrounding community, but the effectiveness of its use needs to be further evaluated. This study uses a qualitative approach with a case study method. Researchers obtain research data through documentation, observation, literature studies and interviews with three people from the government, two managers of Taman O Cibubur, and four people from the community around Taman O Cibubur. The location of this research is in Taman O, Cibubur, East Jakarta, the research took place from June 2024 to February 2025. In addition, this study uses several concepts, namely parks as green open spaces, park revitalization, and public spaces from Jurgen Habermas' perspective. In this study, the researcher used the concept of public sphere by Jurgen Habermas. The results of this study indicate that the presence of Taman O Cibubur in the middle of RW 03 provides various significant benefits for local residents, including benefits in the economic, social, and ecological fields. However, the revitalization of Taman O has not yet been running optimally. This can be seen from several facilities provided in the park, such as an abandoned library and poorly maintained sports facilities. This condition is evidence that the potential of Taman O has not been fully maximized. In addition, the existence of Taman O has not yet met the requirements for the formation of Taman O as stated by Habermas, namely inclusivity in public space. Taman O still applies bureaucracy that makes it difficult for residents around Taman O. More serious attention is needed from the government and park managers to ensure that each facility can be used optimally by the community.
