Abstract
Penelitian ini bertujuan untuk menganalisis sistem tunjangan kesejahteraan karyawan di Biro Hukum, Organisasi, dan Sumber Daya Manusia (BHOSDM) pada Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP). Penelitian dilakukan untuk memahami bagaimana sistem tunjangan diterapkan, kendala yang dihadapi dalam pelaksanaannya, serta solusi yang dilakukan instansi dalam mengatasi kendala tersebut. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi terhadap empat partisipan yang bekerja di BHOSDM LKPP. Hasil penelitian menunjukkan bahwa sistem tunjangan telah terstruktur dan berbasis kinerja, namun masih terdapat kendala seperti kurangnya transparansi indikator kinerja, ketidaksesuaian data administrasi, dan keterbatasan pemahaman teknis karyawan terhadap sistem. Untuk mengatasi kendala tersebut, LKPP menerapkan pelatihan aplikasi, integrasi sistem data, serta membuka ruang komunikasi dan pengaduan. Secara keseluruhan, tunjangan kesejahteraan karyawan berkontribusi positif terhadap semangat kerja dan produktivitas pegawai, namun memerlukan evaluasi dan penyempurnaan berkelanjutan agar lebih efektif. ***** This study aims to analyze the employee welfare benefits system in the Bureau of Law, Organization, and Human Resources (BHOSDM) at the Government Goods/Services Procurement Policy Agency (LKPP). The study was conducted to understand how the benefits system is implemented, the obstacles encountered in its implementation, and the solutions implemented by the agency to overcome these obstacles. The method used was descriptive qualitative with data collection techniques through observation, interviews, and documentation of four participants working at BHOSDM LKPP. The results showed that the benefits system is structured and performance-based, but there are still obstacles such as a lack of transparency in performance indicators, inconsistencies in administrative data, and limited employee technical understanding of the system. To overcome these obstacles, LKPP implemented application training, data system integration, and opened a space for communication and complaints. Overall, employee welfare benefits contribute positively to employee morale and productivity, but require continuous evaluation and improvement to be more effective.
