Abstract

Penelitian ini bertujuan untuk menggambarkan strategi pemberdayaan perempuan pelaku UMKM melalui Program Usaha Peningkatan Pendapatan Keluarga (UP2K) di Kelurahan Lubang Buaya, Jakarta Timur. Penelitian ini dilatarbelakangi oleh Fokus utama penelitian ini adalah untuk melihat sejauh mana program UP2K mampu mendorong peningkatan pendapatan anggota, serta strategi yang digunakan para pelaku usaha ketika menghadapi penurunan pendapatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Informan utama dalam penelitian terdiri atas empat anggota aktif UP2K yang menjalankan berbagai jenis usaha. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan dokumentasi kegiatan. Data yang diperoleh dianalisis melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peningkatan pendapatan anggota bersifat dinamis, bergantung pada musim, kegiatan bazar, serta efektivitas promosi. Sebagian informan mengalami peningkatan pendapatan saat mengikuti bazar atau memperoleh pesanan besar, namun saat kondisi sepi, pendapatan menurun cukup signifikan. Untuk mengatasi hal tersebut, para anggota menerapkan berbagai strategi yang menyesuaikan kondisi masing-masing, seperti produksi skala kecil berbasis pesanan, menitipkan produk ke warung, pemanfaatan promosi digital melalui WhatsApp, serta inovasi produk dengan varian yang tahan lama. Strategi pemberdayaan UP2K yang meliputi pemberian pelatihan teknis, pendampingan promosi, dan dukungan alat produksi telah memberikan dampak terhadap tumbuhnya rasa percaya diri dan kemandirian usaha perempuan. Namun, penelitian juga menemukan hambatan dalam pelaksanaan program, seperti ketimpangan akses terhadap pelatihan dan bantuan usaha, serta belum adanya sistem evaluasi usaha yang terstruktur. Temuan ini menunjukkan bahwa UP2K memiliki potensi besar dalam mendorong pemberdayaan ekonomi perempuan, tetapi dibutuhkan perbaikan pada aspek pendampingan rutin, pemerataan fasilitas, dan evaluasi usaha agar dampaknya lebih optimal. Kata Kunci: Strategi Pemberdayaan, Perempuan, Usaha Peningkatan Pendapatan Keluarga (UP2K), UMKM ***** This study aims to describe the empowerment strategy of women in micro, small, and medium enterprises (MSME) through the Family Income Improvement Program (UP2K) in Lubang Buaya Village, East Jakarta. The main focus of this research is to assess the extent to which the UP2K program contributes to increasing the income of its members, as well as the strategies adopted by women entrepreneurs when facing income decline. A qualitative approach was applied using a case study method. The key informants consisted of four active UP2K members engaged in various types of microenterprises. Data collection techniques included in-depth interviews, field observations, and activity documentation. The data were analyzed through processes of data reduction, data presentation, and conclusion drawing. The results show that income levels among members are dynamic, influenced by seasonal factors, bazaar activities, and promotional effectiveness. Some informants experienced significant income growth when participating in bazaars or receiving large orders, while others saw notable declines during slower periods. To address these challenges, members implemented various context-based strategies, such as producing on a small scale based on customer orders, distributing products through local shops, using WhatsApp for promotion, and offering long-lasting product variations. Empowerment strategies provided by UP2K including technical training, promotional assistance, and production tool support have contributed to increased confidence and entrepreneurial independence among women. However, the study also identified implementation challenges, such as unequal access to training and business aid, as well as the absence of a structured business evaluation system. These findings suggest that while UP2K holds strong potential to promote women’s economic empowerment, improvements are still needed in regular mentoring, fair distribution of resources, and systematic evaluation to optimize its impact.
