Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana tingkat partisipasi masyarakat pada permasalahan sanitasi lingkungan di RW 04 Kelurahan Kebon Manggis, Jakarta Timur. Urgensi penelitian ini dilatarbelakangi oleh kondisi lingkungan permukiman padat di bantaran Sungai Ciliwung yang masih menghadapi permasalaha pembuangan limbah langsung cair domestik ke sungai akibat keterbatasan lahan dan infrastruktur sanitasi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi deskriptif. Informan utama dalam penelitian ini adalah warga RW 04 yang menjadi pelaku dalam kegiatan sanitasi, serta informan pendukung terdiri dari Ketua RW 04 dan Kepala Seksi Ekonomi dan Pembangunan Keluruhan Kebon Manggis. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi. Data dianalisis menggunakan teori tangga partisipasi Arnstein dengan langkah-langkah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa partisipasi masyarakat masih berada pada tangga partisipasi yang rendah, yaitu manipulasi, terapi, dan informing. Namun, terdapat kecenderungan meningkat menuju consultation dan placation, bahkan beberapa indikasi lemah ke arah partnership dalam bentuk kerja sama terbatas antara warga dan pihak puskesmas atau mahasiswa. Masyarakat belum memiliki ruang kontrol dalam pengambilan keputusan terkait solusi sanitasi, dan belum terdapat forum bersama untuk merumuskan langkah bersama. Oleh karena itu, dibutuhkan dukungan program struktural serta wadah partisipatif agar keterlibatan masyarakat dapat berkembang menuju partisipasi yang berkelanjutan. ***** This research aims to analyze the level of community participation in environmental sanitation issues in RW 04 Kebon Manggis, East Jakarta. The urgency of this research is driven by the conditions of densely populated residential areas along the Ciliwung River, which still face the problem of direct domestic liquid waste disposal into the river due to limited land and sanitation infrastructure. This study uses a qualitative approach with a descriptive research type. The main informants in this study are the residents of RW 04 who are actively involved in sanitation activities, while supporting informants include the head of RW 04 and the head of the Economic and Development Section of Kebon Manggis Village. Data collection techniques are conducted through observation, in-depth interviews, and documentation. The data is analyzed using Arnstein's participation ladder theory with steps for data reduction, data presentation, and conclusion drawing. The research results show that community participation is still at a low level of participation, namely manipulation, therapy, and informing. However, there is a tendency to increase towards consultation and placation, even some weak indications towards partnership in the form of limited cooperation between residents and the local health center or students. The community does not yet have control space in decision-making regarding sanitation solutions, and there is no joint forum to formulate joint steps. Therefore, structural program support and a participatory platform are needed so that community involvement can develop towards sustainable participation.
