Abstract
Penelitian pengembangan ini bertujuan untuk menghasilkan instrumen evaluasi sebagai alat ukur reaksi peserta terhadap pelaksanaan kegiatan Bimbingan Teknis Penguatan Partisipasi Pegiat Desa. Penelitian ini dilatarbelakangi oleh kebutuhan akan instrumen evaluasi yang mampu menggambarkan tanggapan peserta terhadap kegiatan secara subjektif. Prosedur pengembangan instrumen mengacu pada sembilan tahap model Sumadi Suryabrata, yaitu (1) pengembangan spesifikasi alat ukur, (2) penulisan pernyataan, (3) penelaahan pernyataan, (4) perakitan instrumen, (5) uji coba kepada peserta pelatihan, (6 ) analisis hasil uji coba, (7) seleksi dan perakitan akhir, (8) administrasi instrumen, serta (9) penyusunan skala dan norma. Pengembangan instrumen mengacu pada teori evaluasi reaksi menurut Kirkpatrick dan Blanchard & Thacker. Produk yang dihasilkan berupa instrumen evaluasi reaksi lengkap dengan kisi-kisi, butir-butir pernyataan, dan pedoman penggunaan. Instrumen telah melalui proses telaah oleh ahli evaluasi dan praktisi pelatihan. Setelah direvisi, instrumen diuji coba kepada 33 peserta yang telah mengikuti kegiatan. Hasil uji validitas menggunakan korelasi Pearson menunjukkan bahwa 40 dari 43 butir pernyataan dinyatakan valid dengan nilai korelasi di atas 0,355. Sementara itu, hasil uji reliabilitas menghasilkan koefisien Alpha Cronbach sebesar 0,917, yang menunjukkan tingkat reliabilitas yang sangat tinggi. Berdasarkan temuan tersebut, instrumen dinyatakan layak digunakan sebagai alat ukur reaksi peserta, yang mencerminkan aspek-aspek pelaksanaan kegiatan Bimbingan Teknis Penguatan Partisipasi Pegiat Desa. ***** This development research aims to produce an evaluation instrument to measure participants’ reactions to the implementation of the Technical Training on Strengthening Village Activists’ Participation. The research was motivated by the need for an evaluation tool that could accurately capture participants’ subjective responses to the training activities.The development procedure followed the nine stages of the Sumadi Suryabrata model, namely: (1) development of measurement specifications, (2) statement writing, (3) statement review, (4) instrument assembly, (5) trial testing with training participants, (6) analysis of trial results, (7) selection and final assembly, (8) instrument administration, and (9) development of scales and norms. The instrument development was based on the reaction evaluation theory by Kirkpatrick and Blanchard & Thacker. The resulting product is a reaction evaluation instrument complete with a blueprint, item statements, and a user guide. The instrument has been reviewed by evaluation experts and training practitioners. After revision, the instrument was tested on 33 participants who had taken part in the training. The validity test using Pearson correlation showed that 40 out of 43 items had correlation coefficients above 0.355 and were considered valid in the high category. Meanwhile, the reliability test yielded a Cronbach’s Alpha coefficient of 0.917, indicating a very high level of reliability. Based on these findings, the instrument is deemed suitable for use in measuring participants’ reactions and in reflecting key aspects of the implementation of the Technical Training on Strengthening Village Activists’ Participation.
