Abstract
Penelitian ini bertujuan untuk menganalisis efektivitas pemanfaatan media sosial dalam pengembangan kompetensi ASN melalui Program Live Learning di Direktorat Pembelajaran Teknis dan Fungsional LAN RI. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, studi dokumentasi, dan wawancara dengan informan yang merupakan penyelenggara program. Fokus penelitian meliputi efektivitas penggunaan media sosial, proses pemanfaatan media sosial, faktor-faktor yang memengaruhi efektivitas, serta peluang dan tantangan dalam pengembangan kompetensi ASN melalui media sosial. Hasil penelitian menunjukkan bahwa: 1) Penggunaan media sosial terbukti efektif menjangkau ASN secara luas, khususnya generasi muda yang akrab dengan platform digital seperti Instagram, TikTok dan YouTube; 2) Proses pemanfaatan media sosial telah terstruktur dengan baik mulai dari perencanaan konten, pelaksanaan siaran langsung, hingga distribusi materi pasca siaran; 3) Faktor pendukung media sosial mencakup kemudahan akses, keterlibatan narasumber berkompeten, dan dukungan teknologi, sementara hambatannya meliputi keterbatasan infrastruktur di daerah serta literasi digital ASN yang belum merata; dan 4) Media sosial membuka peluang peningkatan partisipasi ASN dan efisiensi pelatihan, namun tetap menghadapi tantangan seperti minimnya evaluasi dampak kompetensi secara langsung dan kebutuhan peningkatan interaktivitas. Penelitian ini menyimpulkan bahwa media sosial dapat menjadi sarana yang efektif dalam mendukung pengembangan kompetensi teknis ASN apabila didukung dengan strategi yang tepat dan evaluasi berkelanjutan. Kata kunci: media sosial, pengembangan kompetensi, ASN, efektivitas. ***** This study aims to analyze the role of social media utilization in developing the competencies of civil servants through the Live Learning Program at the Directorate of Technical and Functional Learning of the Indonesian National Civil Service Agency. This study uses a qualitative approach with a descriptive method. Data collection techniques were conducted through observation, document analysis, and interviews with informants who are program organizers. The research focus includes the effectiveness of social media use, the process of social media utilization, factors influencing effectiveness, as well as opportunities and challenges in developing civil servant competencies through social media. The research findings indicate that: 1) The use of social media has proven effective in reaching civil servants on a large scale, particularly younger generations who are familiar with digital platforms such as Instagram, TikTok, and YouTube; 2) The process of utilizing social media has been well-structured, from content planning, live broadcast implementation, to post-broadcast material distribution; 3) Supporting factors for the role of social media include ease of access, the involvement of competent sources, and technological support, while challenges include infrastructure limitations in certain areas and uneven digital literacy among civil servants; and 4) Social media opens opportunities for increased civil servant participation and training efficiency, but still faces challenges such as the lack of direct evaluation of competency impacts and the need for enhanced interactivity. This study concludes that social media can be an effective tool in supporting the development of civil servants' technical competencies if supported by appropriate strategies and continuous evaluation.
