Abstract

Penelitian pengembangan ini bertujuan untuk mengembangkan buku pedoman digital Memorandum of Understanding (MoU) untuk mendukung proses kerja sama antara Pusat Industri Digital Indonesia 4.0 (PIDI 4.0) dengan calon mitra. Produk ini dikembangkan sebagai solusi atas permasalahan yang ditemukan di lapangan, yaitu belum adanya dokumen tertulis yang menjelaskan alur dan prosedur kerja sama secara sistematis, serta metode penyampaian informasi yang kurang efisien. Selain itu, pihak PIDI 4.0 juga menghadapi tantangan dalam menyampaikan informasi MoU kepada calon mitra secara praktis dan terstruktur. Oleh karena itu, dibutuhkan sebuah media pendukung dalam bentuk buku pedoman digital yang dapat memfasilitasi komunikasi dan pemahaman kedua belah pihak. Penelitian pengembangan ini menggunakan model Rowntree, yang terdiri dari tiga tahapan utama yaitu: tahap perencanaan, serta tahap penulisan dan penyuntingan. Setiap tahapan dilaksanakan berdasarkan prinsip-prinsip pengembangan bahan ajar yang dikemukakan oleh Derek Rowntree dalam buku “Preparing Materials for Open, Distance and Flexible Learning”, serta dikuatkan melalui pendekatan pengelolaan data campuran. Hasil dari penelitian ini adalah buku pedoman digital MoU yang memuat informasi mengenai profil PIDI 4.0, latar belakang kerja sma, syarat, ketentuan, alur, dan prosedur kerja sama secara ringkas, komunikatif, dan mudah diakses. Produk ini telah melalui tahapan expert review, yang melibatkan ahli materi dan ahli media, serta tahapan uji coba pengguna pada face to face tryouts dan field trials. Berdasarkan data yang diperoleh, baik dari hasil evaluasi para ahli maupun tanggapan pengguna, buku pedoman digital ini dinilai memiliki kualitas yang sangat baik dan layak untuk digunakan sebagai media pendukung dalam menjalin kerja sama antara PIDI 4.0 dengan calon mitra. ***** This research and development aims to create a digital guidebook for the Memorandum of Understanding (MoU) to support the collaboration process between the Pusat Industri Digital Indonesia 4.0 (PIDI 4.0) and prospective partners. The product was developed as a solution to issues identified in the field, such as the absence of a written document that systematically outlines the workflow and procedures for collaboration, as well as the inefficiency of current methods of information delivery. Additionally, PIDI 4.0 faces challenges in conveying MoU-related information to prospective partners in a practical and structured manner. Therefore, a supportive medium in the form of a digital guidebook is needed to facilitate communication and mutual understanding between both parties. This research employed the Rowntree development model, which consists of three main stages: planning, preparing for writing, and the writing and re-writing stage. Each stage was carried out based on the principles of instructional material development as outlined by Derek Rowntree in his book “Preparing Materials for Open, Distance and Flexible Learning”, and was strengthened through a mixed-method data approach. The final product is a digital MoU guidebook that includes information on the profile of PIDI 4.0, the background of the collaboration, requirements, terms and conditions, as well as the flow and procedures of the partnership in a concise, communicative, and accessible format. The product has undergone an expert review involving subject matter experts and media experts, as well as user testing through face-to-face tryouts and field trials. Based on the data obtained from expert evaluations and user feedback, the digital guidebook is considered to be of very high quality and is feasible to be used as a media to facilitating collaboration between PIDI 4.0 and prospective partners.
