Abstract
Pendidikan keaksaraan dasar adalah layanan pendidikan bagi warga masyarakat buta aksara latin usia 15-59 tahun, prioritas 45 tahun ke atas agar memiliki sikap, pengetahuan, keterampilan dalam menggunakan Bahasa Indonesia, membaca, menulis dan berhitung, untuk mendukung aktivitas sehari-hari dalam kehidupan keluarga dan masyarakat. Penelitian ini bertujuan untuk mengetahui implementasi program melalui pendekatan deskriptif kualitatif, Model yang digunakan adalah Discrepancy Evaluation Model (DEM) yang dikembangkan oleh Malcolm Provus dengan empat tahapan yakni desain, instalasi, proses dan produk. Kesenjangan pada penelitian ini menunjukkan terdapat desain implementasi program serta standar yang ditetapkan dilakukan sesuai pedoman yang ada namun terdapat 8 kesenjangan pada aspek sasaran, orientasi pendidik dan tenaga kependidikan, rekruitmen dan penilaian awal peserta didik, penyusunan program kerja, penyiapan sarana dan prasarana, pembelajaran, pembiayaan, terminal produk, Kesenjangan pada aspek Instalasi memiliki 4 kesenjangan yang meliputi Orientasi pendidik dan tenaga kependidikan, Rekruitmen dan, penilaian awal peserta didik, Penyusunan program kerja, Penyiapan Sarana dan prasarana. Kesenjangan pada aspek proses program memiliki 3 kesenjangan meliputi penyusunan perangkat pembelajaran (silabus dan RPP), Peningkatan budaya baca, Penilaian proses pembelajaran dan penilaian hasil akhir. Capaian Hasil dan dampak program pendidikan keaksaraan dasar belum maksimal dalam memenuhi standar program pendidikan keaksaraan dasar. Kebaharuan penelitian ini adalah bahwa penelitian dilakukan di Kabupaten Bogor dengan menggunakan evaluasi formatif yang mengutamakan kriteria dari pedoman program pemerintah selanjutnya program ini dianalisis kesenjangannya serta memberikan pemecahan masalah pada setiap aspek berdasarkan tahapan Discrepancy Evaluation Model (DEM). Program pendidikan keaksaraan dasar perlu dilanjutkan guna memperbaiki kualitas pendidikan dan memberikan kesempatan kedua bagi masyarakat yang membutuhkannya. Kata kunci: Discrepancy Evaluation Model, Implementasi Program, Keaksaraan Dasar A basic literacy education refers to educational services targeted towards illiterates whose age ranges from 15 to 59 years old; the focus participants are 45-year-old individuals. The goal of the program is to equip its participants with attitudes, knowledge, and skills of communicating using the Indonesian language to read, write, and calculate for daily activities. This research is aimed at exploring the implementation of the aforementioned program through a qualitative descriptive lens. It employed a discrepancy evaluation model (henceforth, DEM) model by Malcolm Provus, which comprises four steps, i.e., design, installation, process, and product. Although some steps were implemented based on the guideline, this research identifies eight gaps in aspects, involving target, education personnel and educator’s orientation, recruitment, initial assessment of the students, designing work plan, facilities and infrastructure preparation, learning, funding, and product terminal. Moreover, this present study has discovered four gaps in installation aspects, such as educator’s orientation and education personnel, initial assessment of the students, designing a work plan, as well as facilities and infrastructure preparation. The aspect of the process of the program has three gaps in the indicator of instructional media designing (syllabus and lesson plan), reading habit improvement, learning assessment, and outcomes. The program’s objectives and impacts, however, are ineffective in meeting the standard. Although some studies have been attempted to investigate issues of literacy education, this research offers different perspective as it employed a formative evaluation with more emphasis on the criteria of the guideline of the government program in Bogor regency. Each aspect of the literacy education program had been scrutinized using the steps of the DEM model. This study recommends that the continuity of the literacy education program should be sustained to advance the quality and equity of education for all.
