Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Program Sekolah Ramah Anak (SRA) di Kota Bekasi dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Penelitian ini menerapkan pendekatan kualitatif dengan desain naturalistik eksplanatori. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen yang melibatkan kepala sekolah, guru, siswa, orang tua, dan pemangku kebijakan. Hasil penelitian menunjukkan bahwa dari aspek konteks, kebijakan SRA telah sesuai dengan kebutuhan perlindungan anak, meskipun terdapat kesenjangan dalam pelaksanaannya antar sekolah. Pada aspek input, tantangan utama muncul dari keterbatasan sarana-prasarana, kapasitas guru yang belum optimal, dan dukungan sumber daya yang terbatas. Aspek proses menunjukkan bahwa pelaksanaan program cenderung bersifat administratif dan belum sepenuhnya membangun budaya sekolah yang berlandaskan hak anak. Pada aspek produk, hasil program belum sepenuhnya mencerminkan lingkungan belajar yang aman, inklusif, dan bebas kekerasan. Temuan ini menekankan pentingnya penguatan kapasitas guru, peningkatan partisipasi siswa, orang tua, dan masyarakat, serta pengembangan sistem pemantauan dan evaluasi yang berkelanjutan untuk meningkatkan efektivitas program. Penelitian ini diharapkan dapat memberikan kontribusi terhadap pengembangan evaluasi program pendidikan berbasis hak anak dan menjadi acuan praktis bagi pelaksanaan Sekolah Ramah Anak di tingkat lokal. ***** This study aims to evaluate the implementation of the Child-Friendly School (CFS) Program in Bekasi City using the CIPP evaluation model (Context, Input, Process, Product). The research employed a qualitative approach with a natural-istic explanatory design. Data were collected through in-depth interviews, partic-ipatory observations, and document analysis involving school principals, teach-ers, students, parents, and policy stakeholders. The findings indicate that, in terms of context, the SRA policy aligns with the needs of child protection, alt-hough implementation gaps remain across schools. Regarding input, major chal-lenges arise from limited facilities, insufficient teacher capacity, and suboptimal resource support. In the process dimension, program implementation tends to be administrative in nature and has not fully cultivated a school culture grounded in children's rights. In the product aspect, program outcomes have not yet fully re-flected a safe, inclusive, and violence-free learning environment. The results highlight the need for strengthening teacher capacity, enhancing the participa-tion of students, parents, and communities, and improving sustainable monitoring and evaluation systems to increase program effectiveness. This study is expected to contribute to the development of child-rights-based educational program eval-uation and serve as a practical reference for the implementation of Child-Friendly Schools at the local level.
