Abstract

ABSTRAK Penelitian ini bertujuan untuk menguji dan menganalisis hubungan struktural innovative work behavior (IWB) yang dibentuk oleh perceived organizational support (POS), digital competence (DC), job satisfaction (JS), dan training effectiveness (TE) pada instruktur Balai Besar Pelatihan Vokasi dan Produktivitas (BBPVP) Kementerian Ketenagakerjaan Republik Indonesia. Penelitian ini juga menganalisis peran mediasi job satisfaction dan training effectiveness dalam hubungan antara POS dan DC terhadap IWB, mengingat pentingnya perilaku inovatif instruktur dalam menghadapi tuntutan transformasi digital pelatihan vokasi sektor publik. Pendekatan penelitian yang digunakan adalah kuantitatif dengan metode survei. Populasi penelitian mencakup seluruh instruktur BBPVP Kemnaker RI sebanyak 474 orang, dengan sampel 213 instruktur yang ditentukan secara proporsional. Analisis data dilakukan menggunakan Structural Equation Modeling (SEM) berbasis AMOS untuk menguji pengaruh langsung dan tidak langsung antarvariabel. Dalam model konseptual, job satisfaction diposisikan sebagai jalur afektif (affective route), sedangkan training effectiveness sebagai jalur kapabilitas (capability route), sehingga membentuk model mediasi ganda (dual mediation). Hasil penelitian menunjukkan bahwa perceived organizational support dan digital competence berpengaruh positif dan signifikan terhadap innovative work behavior, baik secara langsung maupun tidak langsung melalui job satisfaction dan training effectiveness. Temuan ini mengonfirmasi bahwa dukungan organisasi dan kompetensi digital mendorong perilaku inovatif instruktur melalui mekanisme psikologis dan profesional yang saling melengkapi. Novelty penelitian ini terletak pada pengembangan Digital-Enabled Innovative Work Behavior Framework berbasis mediasi ganda JS dan TE dalam konteks instruktur pelatihan vokasi pemerintah. Secara teoretis, penelitian ini memperluas kajian organizational behavior dengan model dual-pathway IWB di sektor publik, sedangkan secara praktis memberikan dasar kebijakan pengembangan instruktur yang berorientasi pada inovasi, kompetensi digital, dan efektivitas pelatihan. Kata-kata kunci: Innovative Work Behavior, Perceived Organizational Support, Digital Competence, Job Satisfaction, Training Effectiveness. ********************************************************* ABSTRACT This study aims to identify, examine, analyze, explore, and formulate the structural relationships of innovative work behavior formed by perceived organizational support, digital competence, job satisfaction, and training effectiveness. The research also investigates the mediating effects of job satisfaction and training effectiveness on the relationships between perceived organizational support and digital competence with innovative work behavior. A quantitative approach was employed using a survey method, and the data were analyzed through Structural Equation Modeling (SEM) with AMOS software. The population of this study comprised all 474 instructors of the Center for Vocational and Productivity Training (BBPVP) under the Ministry of Manpower of the Republic of Indonesia, from which 213 instructors were selected as the sample. The findings reveal that perceived organizational support (POS) and digital competence (DC) have positive and significant effects on innovative work behavior (IWB), both directly and indirectly through job satisfaction (JS) and training effectiveness (TE). These results underscore that organizational support and digital competence are key drivers of job satisfaction, training effectiveness, and innovative behavior among instructors at BBPVP. The study further confirms the Social Exchange Theory and the Technology Acceptance Model by demonstrating that innovative behavior emerges not only from organizational and technological factors but also from psychological mechanisms such as job satisfaction and training effectiveness. The novelty of this study lies in the integration of a dual-mediation model involving JS and TE within the context of the public vocational training sector, as well as the positioning of digital competence as a new determinant of innovative work behavior in the era of digital transformation .
