Abstract
Transformasi global dan meningkatnya persaingan pasar kerja internasional menuntut sekolah vokasi untuk menyiapkan lulusan yang memiliki kesiapan kerja berstandar internasional. Penelitian ini bertujuan untuk menganalisis secara mendalam manajemen strategis sekolah dalam meningkatkan kesiapan kerja lulusan vokasi melalui perencanaan, implementasi, dan evaluasi strategis, serta mengidentifikasi faktor pendukung dan penghambatnya. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus tunggal di SMK Kesehatan Annisa 3, Kabupaten Bogor. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi dengan informan kunci kepala sekolah, wakil kepala sekolah bidang hubungan industri, serta siswa. Analisis data dilakukan melalui teknik reduksi data, penyajian data, dan penarikan kesimpulan dengan pengkodean tematik dan strategis yang dibantu menggunakan aplikasi NVivo 15. Hasil penelitian menunjukkan bahwa perencanaan strategis dilakukan melalui perumusan visi dan program unggulan berbasis analisis SWOT dan SOAR yang berorientasi pada standar kerja internasional. Implementasi strategis diwujudkan melalui integrasi kurikulum berbasis industri, program pembelajaran Bahasa Jepang, praktik kerja lapangan, sertifikasi kompetensi, serta layanan bimbingan karier yang terstruktur, yang dioperasionalkan sebagai satu kesatuan strategis terintegrasi melalui mekanisme siklus PDCA dan pengendalian berbasis indikator kinerja utama (Key Performance Indicator/KPI). Evaluasi strategis dilakukan secara berkelanjutan dengan mengacu pada indikator kinerja lulusan, tingkat keterserapan kerja, serta umpan balik dari mitra industri internasional dengan pendekatan siklus PDCA, sehingga capaian program tidak hanya diukur dari keberadaan aktivitas, tetapi dari outcome nyata berupa serapan kerja lulusan dan penguatan kemitraan industri. Faktor pendukung utama meliputi komitmen pimpinan sekolah, kemitraan industri internasional, dan motivasi siswa, sedangkan faktor penghambatnya adalah ketidaksiapan awal siswa. Penelitian ini menyimpulkan bahwa manajemen strategis sekolah yang terintegrasi dan berorientasi pada standar internasional mampu meningkatkan kesiapan kerja lulusan vokasi melalui mekanisme pengelolaan strategis berbasis PDCA, KPI, dan umpan balik kemitraan industri. Temuan penelitian diharapkan dapat menjadi model praktik baik bagi sekolah vokasi lain dalam menyiapkan lulusan yang berdaya saing global. This study aims to provide an in-depth analysis of school strategic management in improving the work readiness of vocational graduates through strategic planning, implementation, and evaluation, as well as to identify supporting and inhibiting factors. The study used a qualitative approach with a single case study method at SMK Kesehatan Annisa 3, Bogor Regency. Data were collected through in-depth interviews, observations, and documentation studies with key informants: the principal, vice principal for industrial relations, and students. Data analysis was carried out through data reduction techniques, data presentation, and drawing conclusions with thematic and strategic coding assisted by the NVivo 15 application. The results indicate that strategic planning is implemented through the formulation of a vision and flagship programs based on SWOT and SOAR analyses, oriented toward international work standards. Strategic implementation is operationalized through the integration of an industry-based curriculum, Japanese language programs, fieldwork practices, competency certification, and structured career guidance services, implemented as an integrated strategic unit via the PDCA cycle and KPI based control mechanisms. Strategic evaluation is conducted continuously by referring to graduate performance indicators, job absorption rates, and feedback from international industry partners using the PDCA cycle approach, so that program achievements are assessed not only based on the implementation of activities, but also on tangible outcomes in terms of graduate employment and strengthened industry partnerships. The main supporting factors include leadership commitment, international industry partnerships, and student motivation, whereas the main inhibiting factor is students’ initial lack of readiness. This study concludes that integrated strategic school management oriented toward international standards can enhance the employability of vocational school graduates through strategic management mechanisms based on the PDCA cycle, KPIs, and feedback from industry partnerships. The findings are expected to serve as a model of good practice for other vocational schools in preparing globally competitive graduates.
