Abstract
Penelitian ini berangkat dari permasalahan rendahnya elevansi kompetensi lulusan SMK dengan kebutuhan pasar kerja, yang berdampak pada rendahnya tingkat penyerapan tenaga kerja dan kesiapan lulusan untuk bersaing di pasar internasional. Program SMK dengan masa belajar empat tahun dikembangkan untuk meningkatkan mutu lulusan agar siap bersaing di dunia kerja dan industri modern. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan dari program, menganalisis faktor pendukung dan penghambat, mengkaji strategi peningkatan mutu lulusan, serta merumuskan rekomendasi kebijakan SMK empat tahun berorientasi kebekerjaan luar negeri berdasarkan praktik baik di SMK Negeri 26 Jakarta dan SMK Negeri 68 Jakarta. Penelitian ini menggunakan metode kualitatif di mana data-data yang dikumpulkan berasal dari hasil wawancara, catatan lapangan, dan dokumen. Sedangkan sumber data berasal dari kepala sekolah dan guru. Selanjutnya data dianalisis dengan mereduksi, menyajikan, dan menyimpulkan. Temuan penelitian menunjukkan: pertama, implementasi program SMK empat tahun berorientasi kebekerjaan luar negeri berhasil dibangun melalui integrasi kurikulum berbasis kebutuhan industri, pengalaman industri yang terstruktur, dan sinergi multipihak yang kuat. Kedua, faktor pendukung program meliputi kompetensi guru, tata kelola, fasilitas, dan kesiapan mental siswa dengan dukungan eksternal dari industri dan orang tua, sedangkan hambatan utama muncul dari kesenjangan kompetensi guru, keterbatasan SDM, birokrasi, dan motivasi siswa yang belum optimal. Ketiga, strategi peningkatan mutu lulusan berfokus pada penguatan kompetensi teknis, bahasa asing, soft skills, karakter kerja, persiapan penempatan kerja, dan kerja sama industri. Keempat, praktik baik sekolah diwujudkan melalui penyelarasan kurikulum dengan kebutuhan industri, fleksibilitas materi di kelas XIII, praktik kerja industri, teaching factory, sertifikasi kompetensi, dan pengembangan karakter siswa. Dengan demikian, keberhasilan program SMK empat tahun berorientasi kebekerjaan luar negeri ditentukan oleh integrasi kurikulum berbasis kebutuhan industri, dukungan tata kelola dan sinergi multipihak, penerapan strategi peningkatan mutu lulusan yang komprehensif melalui penguatan kompetensi teknis, bahasa asing, soft skills, karakter kerja, dan praktik baik sekolah yang selaras dengan tuntutan dunia kerja internasional/ ***** This research is based on the issue of the low relevance of SMK graduate competencies to job market needs, which results in low employment rates and graduate readiness to compete in the international market. The four-year SMK program was developed to improve the quality of graduates so they are ready to compete in the modern world of work and industry. This study aims to describe the implementation of the program's policies, analyze supporting and inhibiting factors, examine strategies for improving graduate quality, and formulate policy recommendations for four-year SMKs oriented toward overseas employment based on good practices at SMK Negeri 26 Jakarta and SMK Negeri 68 Jakarta. This study uses a qualitative method where the data collected comes from interviews, field notes, and documents. Meanwhile, data sources come from the principal and teachers. Furthermore, the data are analyzed by reducing, presenting, and concluding. The research findings show: first, the implementation of the four-year SMK program oriented toward overseas employment was successfully built through the integration of an industry-based curriculum, structured industrial experience, and strong multi-stakeholder synergy. Second, program supporting factors include teacher competence, governance, facilities, and student mental readiness, along with external support from industry and parents. While the main obstacles arise from gaps in teacher competency, limited human resources, bureaucracy, and suboptimal student motivation. Third, strategies to improve graduate quality focus on strengthening technical competencies, foreign languages, soft skills, work character, job placement preparation, and industry collaboration. Fourth, school best practices are realized through curriculum alignment with industry needs, material flexibility in grade 13, industrial work practices, teaching factories, competency certification, and student character development. Therefore, the success of the four-year vocational high school program oriented towards overseas employment is determined by the integration of industry-based curriculum, support from multi-stakeholder governance and synergy, and the implementation of a comprehensive strategy for improving the quality of graduates through strengthening technical competencies, foreign languages, soft skills, work character, and good school practices that are aligned with the demands of the international workplace.
