Abstract

Penelitian ini dilatarbelakangi dengan adanya aksi unjuk rasa pada 25 Agustus 2025 yang dilakukan di depan Gedung DPR RI akibat kemarahan publik akibat kenaikan upah anggota dewan yang dirasa tidak sebanding dengan kinerja mereka. Masalah ini melahirkan isu 17+8 Tuntutan Rakyat yang diunggah pertama kalinya pada malam 30 Agustus 2025 oleh influencer Indonesia pada akun Instagram. 17+8 Tuntutan Rakyat adalah 17 tuntutan jangka pendek 8 tuntutan jangka panjang. Teori yang digunakan pada penelitian ini adalah teori gatekeeping oleh Kurt Lewin untuk mengetahui bagaimana jurnalis, editor, rutinitas media, dan organisasi media berkontribusi dalam penyeleksian dan produksi berita di E-Media. Penelitian ini menggunakan model gatekeeping hierarki pengaruh Shoemaker dan Reese dengan mengeksplorasi 5 level, yaitu level individual, level rutinitas media, level organisasi, level kelembagaan sosial, dan level sistem sosial. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan paradigma konstruktivisme. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Subjek penelitian menggunakan non-probability sampling dengan mengambil empat informan yang menangani langsung proses produksi berita di E-Media. Data dianalisis dengan menggunakan teknik coding melalui aplikasi perangkat lunak Nvivo dengan tiga cara, yaitu word cloud, cluster map, dan project map. Hasil penelitian menunjukan bahwa pemberitaan mengenai isu 17+8 Tuntutan Rakyat tetap dipublikasikan di E-Media, tetapi dengan angle yang berbeda. Fokusnya ada pada kebijakan-kebijakan apa yang dikeluarkan oleh DPR RI dalam menanggapi isu ini dan kinerja yang dilakukan oleh lembaga karena tujuannya adalah untuk meningkatkan citra positif dari lembaga. Ketika E-Media mengalami down, penyebaran citra positif kedewanan tetap dilakukan di platform lain untuk memperbaiki citra kedewanan yang sedang kurang baiktersebut. Kesimpulannya produksi berita E-Media mengenai isu 17+8 Tuntutan Rakyat masih kurang objektif karena masih mempertahankan citra positif kedewanan. Hal ini mencerminkan adanya bias terhadap pemberitaan secara keseluruhan lembaga karena saat citra lembaga sedang memburuk tetap harus menambah berita mengenai citra positif dewan. Saran dari penelitian ini diharapkan bagi lembaga terkait, yaitu DPR RI bisa lebih terbuka dan transparan terhadap masyarakat dan diharapkan bagi media untuk lebih terbuka terhadap pemberitaan isu-isu sensitif seperti isu 17+8 Tuntutan Rakyat. ***** This research was motivated by the existence of a protest on August 25, 2025 which was carried out in front of the House of Representatives of the Republic of Indonesia due to public anger due to the increase in the salaries of council members which was felt to be disproportionate to their performance. This issue gave birth to the issue of 17+8 Demands From The People which was uploaded for the first time on the night of August 30, 2025 by Indonesian influencers on their Instagram accounts. 17+8 Demands From The People are 17 short-term demands 8 long-term demands. The theory used in this study is the gatekeeping theory by Kurt Lewin to find out how journalists, editors, media routines, and media organizations contribute to the selection and production of news in E-Media. This study uses the gatekeeping model of the hierarchy of influence of Shoemaker and Reese by exploring 5 levels, namely the individual level, the media routines level, the organizational level, the social institutions level, and the social systems level. The research method uses a descriptive qualitative approach with a constructivism paradigm. Data collection techniques use observation, interviews, and documentation. The research subjects used non-probability sampling by taking four informants who directly handled the news production process in E-Media. The data was analyzed using coding techniques through the Nvivo software application in three ways, namely word cloud, cluster map, and project map. The results of the study show that the news regarding the issue of 17+8 Demands From The People is still published on E-Media, but with a different angle. The focus is on what policies are issued by the House of Representatives in response to this issue and the performance carried out by the institution because the goal is to improve the positive image of the institution. When E-Media is down, the spread of the positive image of the council is still carried out on other platforms to improve the image of the council that is not good. In conclusion, the production of E-Media news regarding the issue of 17 + 8 People's Demands is still not objective because it still maintains a positive image of the council. This reflects a bias towards the news as a whole of the institution because when the image of the institution is deteriorating, it is still necessary to add news about the positive image of the board. The suggestions from this study are expected for related institutions, namely the House of Representatives of the Republic of Indonesia to be more open and transparent to the public and it is hoped that the media will be more open to reporting sensitive issues such as the issue of 17+8 Demands From The People.
