Abstract

This study examines the use of the School as Learning Organizations (SLO) instrument as a framework for identifying Learning Organization characteristics in Special Schools (Sekolah Luar Biasa, SLB) in South Jakarta. The study adopts an educational management perspective, employing the seven-dimensional SLO framework proposed by Kools and Stoll to capture schools’ organizational learning capacity within special education settings. A sequential explanatory mixed-methods design was employed. In the quantitative phase, data were collected from 121 special education teachers and analyzed using Content Validity Index (CVI), internal reliability, differentiate item functioning (DIF), and confirmatory factor analysis (CFA). The CFA results indicated satisfactory model fit and adequate factor loadings across all seven dimensions, supporting the construct validity of the SLO instrument in the SLB context. The qualitative phase involved in-depth interviews to explore how SLO dimensions are enacted in everyday organizational practices. Thematic analysis revealed that organizational learning in SLB is characterized by professional collaboration, differentiated instructional practices, reflective evaluation and supervision, structured knowledge-sharing systems, and learning from external environments. The integration of quantitative and qualitative findings suggests that the SLO instrument operates not only as a measurement tool but also as a reflective managerial framework for interpreting organizational learning processes in special schools. This study contributes to the educational management literature by extending empirical evidence on the contextualized application of the SLO framework in special education, particularly within the Indonesian context.
