Abstract

Penelitian ini memiliki tujuan untuk mendeskripsikan bagaimana penguatan modal sosial yang terbentuk dari dilakukannya Program Kampung Iklim, mendeskripsikan evaluasi pelaksanaan Program Kampung Iklim di RW.03 Cempaka Putih Timur, dan juga manfaat Program Kampung Iklim dalam meningkatkan kualitas modal sosial berdasarkan perspektif Modal Sosial Putnam. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Penelitian ini dilakukan di kantor sekretariat RW.03 Kelurahan Cempaka Putih Timur. Subjek penelitian ini terdiri dari 6 orang, meliputi 1 informan kunci (Ketua P4S), 3 informan utama (Ketua RW.03, warga dan Penggiat ProKlim), dan 2 informan pendukung (1 staf Kelurahan dan 1 staf PJLP Sudin LH Jakarta Pusat) sebagai triangulasi. Penelitian ini dilaksanakan pada bulan September 2025 sampai dengan November 2025. Pengumpulan data dilakukan dengan wawancara mendalam, observasi di lokasi penelitian, dan dokumentasi. Kemudian, data temuan dianalisis dengan menggunakan indikator evaluasi dampak/hasil dan konsep modal sosial Putnam. Hasil penelitian menunjukkan bahwa mekanisme pelaksanaan ProKlim dilakukan melalui 4 tahapan penting: identifikasi lokasi, pendaftaran dan verifikasi, pendampingan dan fasilitasi, dan evaluasi dan apresiasi. Keberadaan ProKlim memberikan dampak positif terhadap modal sosial di tingkat komunitas dan masyarakat, penguatan modal sosial, dan Manfaat ini meliputi pembentukan jaringan, terciptanya norma bersama, dan penguatan kepercayaan dalam masyarakat. Tiga manfaat tersebut adalah dampak dari penguatan modal sosial melalui ProKlim, dimana hubungan terbentuk dari adanya kolaborasi antara pengelola dengan masyarakat, norma bersama tercipta dari kebersamaan dan solidaritas dalam melakukan kegiatan secara kolektif, dan penguatan kepercayaan yang menjaga kekuatan hubungan antar masyarakatnya, sehingga dapat dikatakan telah terjadi penguatan modal sosial, dengan konsep modal sosial Putnam yang memandang modal sosial sebagai sumber daya publik yang mendukung berjalannya program melalui tiga komponen utama dan aksi kolektif. ***** This research aims to describe how social capital is strengthened as a result of the implementation of the Climate Village Program, to evaluate the implementation of the Climate Village Program in RW.03 Cempaka Putih Timur, and to determine the benefits of the Climate Village Program in improving the quality of social capital based on Putnam's Social Capital perspective. This study uses a case study method with a qualitative approach. The research was conducted at the secretariat office of RW.03 Cempaka Putih Timur Sub-district. The research subjects consisted of 6 people, including 1 key informant (Head of P4S), 3 main informants (Head of RW.03, residents and ProKlim Activist), and 2 supporting informants (1 sub-district staff member and 1 PJLP staff member from the Central Jakarta Environmental Agency Sub-department) for triangulation purposes. This research was carried out from September 2025 to November 2025. Data collection was performed through in-depth interviews, observation at the research location, and documentation. Subsequently, the findings were analyzed using impact/outcome evaluation indicators and Putnam's social capital concept. The research findings indicate that the ProKlim implementation mechanism is carried out through four essential stages: location identification, registration and verification, mentoring and facilitation, and evaluation and appreciation. The presence of ProKlim exerts a positive impact on the strengthening of social capital at the community level. These benefits encompass the formation of networks emerging from the collaboration between managers and the community, the creation of shared norms rooted in solidarity during collective activities, and the strengthening of trust that maintains the resilience of communal relationships. Ultimately, this process signifies a reinforcement of social capital, aligning with Putnam’s conceptualization of social capital as a public resource that facilitates program success through its three primary components and collective action.
