Abstract

Bidikmisi (BM) adalah program beasiswa yang dikembangkan oleh pemerintah Republik Indonesia untuk memfasilitasi siswa miskin berprestasi mendapatkan akses kuliah pada pendidikan tinggi. Penelitian bertujuan untuk menganalisis implementasi program dengan metode penelitian evaluasi. Model yang digunakan adalah Discrepancy Evaluation Model (DEM) yang dikembangkan oleh Malcom Provus dengan mengambil empat tahapan yakni desain, instalasi, proses dan hasil. Penelitian dilakukan pada Universitas Djuanda yang merupakan perguruan tinggi swasta di LLDIKTI wilayah IV. Pengumpulan data menggunakan instrumen wawancara, kuesioner, observasi, dan dokumentasi dengan teknik analisa data melalui reduksi data, penyajian data, dan verifikasi. Temuan penelitian menunjukan bahwa pertama: desain program beasiswa Bidikmisi sesuai dengan kriteria program, namun kuota BM masih perlu ditingkatkan. Kedua: instalasi pada struktur pengelola program, daya dukung administrasi, daya dukung SDM, daya dukung sarana prasarana dan tanggung jawab pengelola program terealisasi dengan baik sesuai perencanaan. Ketiga: pelaksanaan seleksi telah sesuai dengan ketentuan perencanaan, namun aspek ketercukupan dana, dan kemampuan akademik mahasiswa peserta program masih perlu ditingkatkan. Keempat: hasil akhir beasiswa BM sesuai dengan tujuan program, yaitu meningkatkan motivasi belajar dan prestasi mahasiswa, meningkatkan prestasi mahasiswa pada bidang kurikuler, ko- kurikuler dan ekstrakurikuler, menimbulkan dampak iring bagi mahasiswa dan calon mahasiswa untuk selalu meningkatkan prestasi dan kompetitif, serta melahirkan lulusan yang mandiri, produktif dan memiliki kepedulian sosial untuk memutus rantai kemiskinan dan pemberdayaan masyarakat. Sementara itu, aspek meningkatkan akses dan kesempatan belajar di perguruan tinggi, serta menjamin keberlangsungan studi mahasiswa sampai selesai dan tepat waktu masih diperlukan peningkatan. Implikasi dari penelitian ini adalah memberikan arahan sinergitas antara stakeholders pengelola program. Sedangkan kontribusi penelitian memberikan hasil riset kepada stakeholders untuk perbaikan pengelolaan program beasiswa BM. Bidikmisi (BM) is a scholarship program developed by the Government of Indonesia to facilitate poor but outstanding students access to pursue higher education. The research is aimed at analysing program implementation using the evaluation method. The model used is Discrepancy Evaluation Model (DEM) developed by Malcolm Provus which divide the model into 4 stages namely design, installation, process and result. The research was carried out at Djuanda University a private University in LLDIKTI region IV. The data collection was carried out through interview instruments, questionnaires, observation and documentation while data analysis technique was carried out through data reduction, display and verification. The research found that firstly; the design of the BM scholarship program was by the program criteria but the BM quotas still have to be improved. Secondly; the installation in the structure of the program manager, administrative support capacity, human resources, infrastructure and program managers' responsibilities are well implemented according to plan. Third: the selection process is by the planning provisions, but aspects of the adequacy of funds, and the academic ability of students participating in the program still need to be improved. Fourth: the final results of the BM scholarship are by the program's objectives, namely to increase student motivation and achievement, improve student achievement in the fields of curricular, co-curricular and extracurricular, make a significant impact on students and prospective students to always improve their achievements and competitiveness, and produce graduates who are independent, productive and have social care to break the chains of poverty and community empowerment. Meanwhile, the aspects of improving access and learning opportunities at tertiary institutions, as well as ensuring the continuity of student studies to completion and on-time still need to be improved. The implication of this research is to provide the direction of synergy between program management stakeholders. While research contributions are to provide stakeholders to improve the management of BM scholarship programs.
