Abstract

Penelitian ini bertujuan untuk mengembangkan instrumen kompetensi moral Pancasila dengan bentuk Situational Judgment Test (SJT) bagi peserta Diklat Pembinaan Ideologi Pancasila (Diklat PIP) yang berprofesi sebagai guru. Metode penelitian menggunakan pendekatan Research and Development yang diadaptasi dalam empat pengembangan instrumen: (1) identifikasi konstruk, (2) spesifikasi instrumen, (3) pengujian instrumen, dan (4) evaluasi instrumen. Instrumen terdiri dari situasi dilema moral yang dikembangkan berdasarkan lima dimensi Pancasila, dengan opsi jawaban yang merepresentasikan tiga skema penalaran moral: (1) personal interest, (2) maintaining norms, dan (3) postconventional. Pengujian validitas instrumen dilakukan melalui penilaian ahli dan analisis struktur internal. Penilaian ahli dilakukan secara kualitatif dan kuantitatif dengan memperoleh indeks Aiken’s V rata-rata 0,90. Validitas struktur internal diperoleh melalui analisis faktor dan Item Response Theory (IRT) dengan model Multidimensional Nominal Response Model (MNRM). Hasil analisi faktor menegaskan lima dimensi pada instrumen sesuai desain konseptual. Hasil analisis IRT menunjukkan 36 butir fit dengan model dan memperoleh nilai parameter butir yang memadai. Estimasi reliabilitas instrumen melalui Cronbach’s Alpha dan Construct Reliability memperoleh nilai di atas 0.70 untuk semua dimensi. Panduan penskoran disusun dengan kombinasi pendekatan teoritis dan hasil empiris, menggunakan Criterion‑Referenced Test (CRT) untuk menetapkan kategori skor ke dalam tiga skema penalaran moral. Laporan hasil pengukuran dapat disajikan secara kelompok maupun individual. Instrumen yang dihasilkan penelitian ini dapat digunakan secara sistematis sebagai bagian dari pembelajaran dalam pelaksanaan program Diklat PIP. Penelitian berikutnya disarankan untuk menguji validitas instrumen ini melalui analisis Differential Item Functioning (DIF) dan uji validitas kriteria atau keterkaitannya dengan instrumen pengukuran moral lain yang telah mapan. Kata Kunci: Pengembangan Instrumen; Kompetensi Moral Pancasila; Situational Judgment Test. ***** This study aims to develop an instrument for measuring Pancasila moral competence in the form of a Situational Judgment Test (SJT) for teachers participating in the Fostering Pancasila Ideology Training Program (Diklat PIP). The research method employed a Research and Development approach adapted into four stages of instrument development: (1) construct identification, (2) instrument specification, (3) instrument testing, and (4) instrument evaluation. The instrument consists of moral dilemma situations based on the five dimensions of Pancasila, with response options representing three moral reasoning schemes: (1) personal interest, (2) maintaining norms, and (3) postconventional. Instrument validity was examined through expert judgment and internal structure analysis. Expert judgment was conducted qualitatively and quantitatively, yielding an average Aiken’s V index of 0.90. Internal structural validity was established through factor analysis and Item Response Theory (IRT) using the Multidimensional Nominal Response Model (MNRM). Factor analysis confirmed five dimensions consistent with the conceptual design. IRT analysis showed that 36 items fit the model and demonstrated adequate item parameters. Reliability estimation using Cronbach’s Alpha and Construct Reliability produced values above 0.70 across all dimensions. Scoring guidelines were developed by combining theoretical and empirical approaches, applying Criterion‑Referenced Test (CRT) to classify scores into three moral reasoning categories. Measurement results can be reported both collectively and individually. The instrument developed in this study can be systematically applied as part of the learning process in the implementation of Diklat PIP. Future research is recommended to examine the validity of this instrument through Differential Item Functioning (DIF) analysis and criterion-related validity by linking it with established moral measurement instruments.
