Abstract

Kebijakan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) merupakan upaya pemerintah dalam meningkatkan profesionalisme dan pemerataan tenaga pendidik, namun implementasinya masih menghadapi berbagai kendala, khususnya pada tahap penugasan guru. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penugasan guru PPPK di Sekolah Dasar DKI Jakarta, mencakup proses pelaksanaan, faktor-faktor yang memengaruhi keberhasilan dan kendala implementasi, serta dampaknya terhadap pemerataan tenaga pendidik, kinerja guru, dan mutu pembelajaran. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, serta dianalisis secara induktif dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukkan bahwa implementasi kebijakan penugasan guru PPPK belum sepenuhnya optimal, ditandai dengan ketidaksesuaian antara desain kebijakan dan praktik di lapangan. Dominasi pengambilan keputusan di tingkat pusat membatasi fleksibilitas daerah dalam merespons kebutuhan riil sekolah, sementara koordinasi yang belum terintegrasi, keterbatasan sumber daya, dan struktur birokrasi yang kompleks menjadi kendala utama. Dampak kebijakan bersifat incremental, yaitu mampu memperbaiki sebagian aspek pemerataan, kinerja guru, dan mutu pembelajaran, namun belum menghasilkan perubahan struktural dalam distribusi tenaga pendidik. Temuan ini mengindikasikan perlunya penguatan integrasi kebijakan, peningkatan koordinasi antarinstansi, serta penyesuaian kewenangan antara pemerintah pusat dan daerah guna meningkatkan efektivitas implementasi kebijakan PPPK. ***** The Government Employee with Work Agreement (PPPK) policy is a government effort to improve teacher professionalism and the equitable distribution of educators; however, its implementation still faces various challenges, particularly in the teacher assignment stage. This study aims to analyze the implementation of the PPPK teacher assignment policy in public elementary schools in DKI Jakarta, including the implementation process, factors influencing its success and constraints, and its impact on the distribution of educators, teacher performance, and the quality of learning. This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation, and analyzed inductively with the assistance of NVivo software to obtain an in-depth and systematic understanding. The findings indicate that the implementation of the PPPK teacher assignment policy has not been fully optimal, as reflected in the mismatch between policy design and its practical execution. The dominance of decision-making at the central level limits the flexibility of local governments in responding to actual school needs, while inadequate coordination, limited resources, and a fragmented bureaucratic structure remain key challenges. The policy’s impact tends to be incremental, contributing to improvements in certain aspects of teacher distribution, performance, and learning quality, but not yet resulting in structural changes in the distribution system of educators. These findings suggest the need for stronger policy integration, improved inter-agency coordination, and a reconfiguration of authority between central and local governments to enhance the effectiveness of PPPK policy implementation.
