Abstract

Tujuan dari penelitian ini adalah untuk menganalisis praktik kewargaan Pedagang Kaki Lima (PKL) dalam konteks kota berkelanjutan (SDGs 11.3), meneliti persepsi PKL terhadap posisi mereka sebagai warga kota dalam konteks kota berkelanjutan (SDGs 11.3), dan meneliti relasi antara PKL dan Satpol PP dalam pengelolaan ruang publik. Penelitian ini menggunakan pendekatan kualitatif metode studi kasus yang dilaksanakan dari bulan Januari hingga Mei 2026. Teknik pengumpulan data melalui wawancara mendalam bersama sepuluh informan pedagang, aparatur Satuan Polisi Pamong Praja (Satpol PP), dan narasumber ahli (expert), serta didukung oleh observasi langsung dan analisis dokumen regulasi lokal. Teknik analisis data yang digunakan meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan tiga temuan utama. Pertama, praktik kewargaan PKL terwujud melalui klaim hak atas kota dengan mengubah fungsi badan jalan menjadi ruang ekonomi demi bertahan hidup, yang memicu terbentuknya aturan main informal mandiri. Kedua, PKL mengalami krisis pengakuan dan alienasi ruang; mereka merasa dipinggirkan dan sekadar menjadi figuran kota akibat kebijakan yang dinilai diskriminatif dibandingkan pemilik toko permanen. Ketiga, relasi PKL dan Satpol PP berjalan timpang akibat asimetri kekuasaan. Dominasi penertiban represif yang top-down tanpa adanya ruang dialog (civic space) melahirkan kepatuhan situasional berupa fenomena kucing-kucingan, menandakan kegagalan integrasi aktor informal secara inklusif. Penelitian ini menyimpulkan bahwa penataan PKL tidak bisa sekadar berorientasi pada estetika fisik, melainkan harus menempatkan ruang publik sebagai ruang kewargaan. Pemerintah daerah direkomendasikan menggeser paradigma dari kontrol teknokratis menuju pendekatan sosial partisipatif. Melalui komunikasi dua arah dan kesepakatan operasional bersama (seperti aturan jam kerja), hak ekonomi rakyat kecil dapat terintegrasi selaras dengan target kota berkelanjutan (SDGs 11.3). This study utilizes a qualitative approach with a case study method, conducted from January to May 2026. Data collection techniques involved in-depth interviews with ten vendor informants, officers of the Municipal Police (Satpol PP), and expert resource persons, supported by direct observation and local regulatory document analysis. The data analysis techniques utilized include data reduction, data display, and conclusion drawing. The results of the study reveal three main findings. First, the citizenship practices of street vendors are manifested through claims of the right to the city by transforming the function of the streets into economic spaces for survival, which subsequently triggers the formation of self-governing informal rules. Second, street vendors experience a crisis of recognition and spatial alienation; they feel marginalized and treated merely as extras in the city due to policies perceived as discriminatory compared to those for permanent shop owners. Third, the relationship between the street vendors and the local government is imbalanced due to power asymmetry. The dominance of top-down repressive enforcement without any room for dialogue (civic space) creates situational compliance in the form of a cat-and-mouse phenomenon, indicating a failure to inclusively integrate informal actors. This study concludes that the spatial management of street vendors cannot solely be oriented toward physical aesthetics but must position public spaces as civic spaces. The local government is recommended to shift its paradigm from technocratic control to a socio-participatory approach. Through two-way communication and mutual operational agreements (such as operating hour regulations), the economic rights of the grassroots can be integrated in alignment with the sustainable city targets (SDGs 11.3).
