Abstract

Penelitian ini mengkaji pemanfaatan film sebagai sarana propaganda oleh pemerintah Orde Baru untuk meneguhkan citra pembangunan nasional pada periode 1969-1994. Fokus utama penelitian ini adalah menganalisis bagaimana mekanisme kontrol negara dijalankan terhadap perfilman nasional serta bagaimana konstruksi narasi pembangunan nasional disampaikan melalui media tersebut. Metode yang digunakan dalam penelitian ini adalah metode sejarah (historis) yang meliputi empat tahapan ilmiah, yaitu heuristik, kritik sumber (eksternal dan internal), interpretasi, dan historiografi. Hasil penelitian menunjukkan bahwa pemerintah Orde Baru menerapkan kontrol yang ketat dan menyeluruh terhadap industri perfilman melalui Departemen Penerangan, Badan Sensor Film (BSF), dan Dewan Film Nasional (DFN). Selain melakukan pengawasan dan penyensoran, negara secara aktif memproduksi film atau dokumenter (seperti program Gelora Pembangunan) melalui Perusahaan Film Negara (PFN) serta menjalin hubungan patronase dengan sineas dan rumah produksi swasta. Melalui analisis naratif terhadap film Bing Slamet Sibuk (1973), Dr. Siti Pertiwi Kembali ke Desa (1979), Titian Serambut Dibelah Tujuh (1982), dan Joe Turun ke Desa (1989), ditemukan pola pesan yang seragam. Film-film tersebut mempersonifikasikan figur intelektual, tenaga medis, guru, atau mahasiswa dari perkotaan sebagai agen modernisasi rasional yang membawa kemajuan bagi masyarakat pedesaan yang dianggap tertinggal, sekaligus mengampanyekan program strategis pemerintah seperti Keluarga Berencana (KB), transmigrasi, kesehatan, pendidikan, dan swasembada pangan. Untuk memaksimalkan jangkauan massa hingga ke daerah terpencil, pemerintah memanfaatkan media bioskop keliling atau layar tancap melalui program Film Masuk Desa dengan menyisipkan "film penerangan" sebelum pemutaran film utama. Secara keseluruhan, film pada masa Orde Baru berhasil ditransformasikan dari sekadar media hiburan menjadi media politik dan budaya yang efektif untuk mengarahkan persepsi publik, membentuk stabilitas sosial-politik, serta melegitimasi hegemoni kekuasaan rezim. ***** This study examines the use of film as a propaganda tool by the New Order government to reinforce the image of national development during the period 1969–1994. The primary focus of this study is to analyze how state control mechanisms were implemented over the national film industry and how the narrative of national development was constructed and conveyed through this medium. The method used in this study is the historical method, which encompasses four scientific stages: heuristics, source criticism (external and internal), interpretation, and historiography. Research findings indicate that the New Order government exercised strict and comprehensive control over the film industry through the Departemen Penerangan, the Badan Sensor Film (BSF), and the Dewan Film Nasional (DFN). In addition to exercising oversight and censorship, the state actively produced films and documentaries (such as the Gelora Pembangunan program) through the Perusahaan Film Negara (PFN) and established patronage relationships with filmmakers and private production houses. Through a narrative analysis of the films Bing Slamet Sibuk (1973), Dr. Siti Pertiwi Kembali ke Desa (1979), Titian Serambut Dibelah Tujuh (1982), and Joe Turun ke Desa (1989), a consistent pattern of messaging was identified. These films portray intellectuals, medical personnel, teachers, or students from urban areas as agents of rational modernization who bring progress to rural communities deemed underdeveloped, while simultaneously promoting government strategic programs such as Keluarga Berencana (KB), transmigration, health, education, and food self-sufficiency. To maximize mass reach even to remote areas, the government utilized mobile cinema or open-air screenings through the “Film Masuk Desa” (Film to the Village) program by inserting “educational films” before the main feature. Overall, films during the New Order era were successfully transformed from mere entertainment media into effective political and cultural tools for shaping public perception, fostering social-political stability, and legitimizing the regime’s hegemonic power.
