Abstract

Penelitian ini berfokus pada analisis perubahan mata pencaharian yang dialami oleh Kelompok Tani Kampung Bayam Madani pasca menempati Rusun Hunian Pekerja Pendukung Operasional (HPPO) di area Jakarta International Stadium (JIS), Papanggo, Jakarta Utara. Tujuan penelitian ini adalah mendeskripsikan kondisi mata pencaharian Kelompok Tani Kampung Bayam Madani pasca menempati Rusun HPPO dan Mendeskripsikan Sustainable Livelihood pada Kelompok Tani Kampung Bayam Madani di Rusun HPPO JIS Papanggo Jakarta Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subjek penelitian pada penelitian ini melibatkan 8 (delapan) informan, terdiri dari ketua kelompok tani, anggota yang hanya fokus bertani, dan anggota dengan latar belakang pekerjaan yang beragam. Penelitian ini dilakukan di Hunian Pekerja Pendukung Operasional (HPPO) yang berlokasi di area JIS, Papanggo, Jakarta Utara. Penelitian dilaksanakan pada bulan Januari hingga April 2026. Pengumpulan data dilakukan dengan observasi, wawancara, dokumentasi dan studi kepustakaan. Teori yang digunakan pada penelitian ini adalah Sustainable Livelihood Framework (SLF) yang dikembangkan oleh Chambers dan Conway sebagai kerangka analisis utama. Hasil penelitian menunjukkan bahwa relokasi ke Rusun HPPO mengubah struktur mata pencaharian Kelompok Tani Kampung Bayam Madani dari pertanian kolektif berskala besar menjadi diversifikasi sektor informal non-pertanian seperti kuli bangunan, montir bengkel, dan pengusaha warung makan. Sementara itu, aktivitas pertanian kini hanya berfungsi sebagai penopang subsistensi pangan dengan pendapatan terbatas. Analisis Pentagon of Assets menunjukkan bahwa modal sosial menjadi aset terkuat melalui gotong royong dan subsidi silang antaranggota, sedangkan modal finansial dan modal alam mengalami penurunan akibat penyusutan lahan dan terputusnya jaringan pemasaran. Dari sisi Transforming Structures and Processes, berbagai komitmen pemerintah terkait pekerjaan, pengembangan agrowisata, legalitas usaha, dan perjanjian sewa belum terealisasi sehingga menciptakan ketidakpastian struktural bagi komunitas. Sebagai bentuk adaptasi, komunitas menerapkan strategi intensifikasi pertanian, diversifikasi pekerjaan non-pertanian, serta migrasi anggota. ***** This research focuses on analyzing the changes in livelihood experienced by the Kampung Bayam Madani Farmer Group following their relocation to the HPPO Flats in the Jakarta International Stadium (JIS) area, Papanggo, North Jakarta. The objectives of this research are to describe the livelihood conditions of the Kampung Bayam Madani Farmer Group after occupying the HPPO Flats and to describe the Sustainable Livelihood of the Kampung Bayam Madani Farmer Group at the HPPO Flats JIS Papanggo, North Jakarta. This research employs a qualitative approach using a case study method. The research subjects involved 8 (eight) informants, consisting of the head of the farmer group, members who focus solely on farming, and members with diverse occupational backgrounds. This research was conducted at the HPPO Flats located in the JIS area, Papanggo, North Jakarta. The research was carried out from January to April 2026. Data collection was conducted through observation, interviews, documentation, and literature study. The theory used in this research is the Sustainable Livelihood Framework (SLF) developed by Chambers and Conway as the main analytical framework. The results of this research indicate that the relocation to HPPO Flats transformed the livelihood structure of the Kampung Bayam Madani Farmer Group from large-scale collective farming into a diversification of informal non-agricultural sectors, such as construction laborers, workshop mechanics, and food stall entrepreneurs. Meanwhile, agricultural activities now function only as a subsistence food support with limited income. The Pentagon of Assets analysis shows that social capital has become the strongest asset through mutual cooperation and cross-subsidies among members, while financial capital and natural capital have declined due to land shrinkage and the disruption of marketing networks. In terms of Transforming Structures and Processes, various government commitments related to employment, agrotourism development, business legality, and lease agreements have not yet been realized, thereby creating structural uncertainty for the community. As a form of adaptation, the community has implemented strategies of agricultural intensification, diversification into non-agricultural work, and member migration.
