Abstract

Penelitian ini berfokus pada permasalahan mengenai tantangan yang masih menghambat inklusi penyandang disabilitas netra secara sosial dan ekonomi serta bentuk intervensinya. Adapun penelitian ini bertujuan untuk memberikan gambaran terkait pelaksanaan pemberdayaan penyandang disabilitas netra melalui program vokasional massage (pijat) di Sentra Terpadu Pangudi Luhur (STPL) Bekasi, menganalisis strategi pemberdayaan yang diterapkan melalui perspektif A.C.T.O.R.S yang dikembangkan oleh Sarah Cook dan Steve Macaulay, serta memahami manfaat yang diterima oleh penyandang disabilitas netra setelah mengikuti vokasional massage Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Adapun subjek penelitian terdiri dari 9 orang informan, yakni 1 Kepala Kelompok Kerja Pelatihan dan Kewirausahaan sebagai triangulasi sumber, 1 Instruktur Vokasional Massage, 1 Pekerja Sosial, dan 4 Penerima Manfaat, dan 2 alumni yang mengikuti vokasional tersebut. Penelitian ini dilakukan di Sentra Terpadu Pangudi Luhur (STPL) Bekasi yang berlokasi di Jl. HM. Joyo Martono No.19, RT.002/RW.021, Margahayu, Kec. Bekasi Tim., Kota Bks, Jawa Barat. Penelitian ini dilaksanakan pada rentang bulan September 2025 hingga Maret 2026. Pengumpulan data dilakukan dengan wawancara, observasi di lokasi penelitian, dan dokumentasi yang diperoleh dari informan serta dokumentasi oleh peneliti langsung di lapangan. Penelitian ini dilakukan dengan bertopang pada kerangka teori ACTORS oleh Sarah Cook dan Steve Macaulay. Hasil dari penelitian ini menunjukkan bahwa pemberdayaan melalui vokasional massage di Sentra Terpadu Pangudi Luhur (STPL) Bekasi telah memberikan ruang bagi penyandang disabilitas netra untuk mengembangkan potensi dan meningkatkan kapasitas diri melalui pembelajaran di kelas, praktik langsung, serta pendampingan yang berkelanjutan. Proses tersebut didukung oleh pemenuhan kebutuhan harian, pemberian fasilitas, kesempatan memperoleh pengalaman profesional, dan adanya dukungan berbagai pihak dalam menunjang pengembangan keterampilan. Dampaknya tidak hanya terlihat pada meningkatnya keterampilan teknis, tetapi juga mendorong rasa percaya diri, tanggung jawab, serta kesiapan penerima manfaat untuk mencapai kesempatan kerja. Proses yang dijalankan di dalamnya mendorong para penerima manfaat untuk bertransformasi menjadi subjek yang lebih produktif, mandiri, dan mampu kembali menjalankan peran sosial di tengah masyarakat. Kata Kunci: ATENSI, Disabilitas Netra, Vokasional Massage ***** This study focuses on the challenges that continue to hinder the social and economic inclusion of people with visual impairments, as well as potential interventions. The study aims to provide an overview of the implementation of empowerment programs for people with visual impairments through vocational massage program at the Sentra Terpadu Pangudi Luhur (STPL) in Bekasi, to analyze the empowerment strategies implemented through the A.C.T.O.R.S. framework developed by Sarah Cook and Steve Macaulay, and to understand the benefits received by people with visual impairments after participating in the vocational massage This study employed a qualitative approach using the case study method. The research subjects consisted of 9 informants: 1 Head of the Training and Entrepreneurship Working Group (used as a triangulation source), 1 Vocational Massage Instructor, 1 Social Worker, 4 Program Beneficiaries, and 2 alumni who had participated in the vocational program. This study was conducted at the Sentra Terpadu Pangudi Luhur (STPL) in Bekasi, located at Jl. HM. Joyo Martono No. 19, RT.002/RW.021, Margahayu, East Bekasi District, Bekasi City, West Java. The research was carried out from September 2025 to March 2026. Data collection was carried out through interviews, on-site observations, and documentation obtained from informants as well as documentation gathered directly by the researcher in the field. This study was grounded in the ACTORS theoretical framework developed by Sarah Cook and Steve Macaulay. The results of this study show that empowerment through vocational massage training at the Sentra Terpadu Pangudi Luhur (STPL) in Bekasi has provided people with visual impairments with opportunities to develop their potential and enhance their capabilities through classroom learning, hands-on practice, and ongoing mentoring. This process is supported by the provision of daily necessities, access to facilities, opportunities to gain professional experience, and support from various stakeholders in fostering skill development. The impact is not only evident in improved technical skills but also in fostering self-confidence, a sense of responsibility, and the beneficiaries’ readiness to pursue employment opportunities. The program encourages beneficiaries to transform into more productive, independent individuals who are able to resume their social roles within the community.
