Abstract

ABSTRAK ALDIRA RAIHANAH, Implementasi Kebijakan Pencegahan dan Penanganan Kekerasan Seksual di Universitas Negeri Jakarta (Studi Kualitatif Satuan Tugas PPK UNJ), Skripsi, Jakarta: Program Studi Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu Sosial dan Hukum, Universitas Negeri Jakarta, 2026. Kekerasan seksual masih menjadi persoalan serius di lingkungan perguruan tinggi, termasuk di Universitas Negeri Jakarta yang tercatat menangani sembilan kasus kekerasan seksual sepanjang tahun 2025. Kondisi ini mendorong perlunya kebijakan yang tidak hanya bersifat normatif, tetapi juga dapat diimplementasikan secara optimal. Penelitian ini bertujuan untuk mendeskripsikan mekanisme yang diterapkan kebijakan pencegahan dan penanganan kekerasan seksual di Universitas Negeri Jakarta, serta menganalisis implementasi kebijakan pencegahan dan penanganan kekerasan seksual di Universitas Negeri Jakarta berdasarkan Teori Implementasi Kebijakan George C. Edward III. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam terhadap delapan mahasiswa, anggota Satgas PPK UNJ, ketua Satgas PPK UNJ, dan narasumber ahli, serta didukung observasi dan studi dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah berlangsung melalui mekanisme pencegahan berupa edukasi, sosialisasi, dan media informasi, serta mekanisme penanganan yang meliputi pelaporan, verifikasi, investigasi, hingga pemberian sanksi administratif. Berdasarkan dimensi komunikasi, sumber daya, disposisi, dan struktur birokrasi, implementasi kebijakan telah berjalan cukup baik, namun masih ditemukan kendala berupa belum meratanya sosialisasi, keterbatasan fasilitas keamanan, rendahnya keberanian mahasiswa untuk melapor akibat stigma, serta prosedur penanganan yang dinilai relatif panjang. Penelitian ini menyimpulkan bahwa implementasi kebijakan telah mencerminkan komitmen Universitas Negeri Jakarta dalam menciptakan kampus yang aman, namun masih diperlukan penguatan sosialisasi, penyediaan fasilitas pendukung, penyederhanaan prosedur, dan penguatan layanan pemulihan korban agar tujuan kebijakan dapat tercapai secara lebih optimal. Kata Kunci: Implementasi kebijakan, kekerasan seksual, Satgas PPK, perguruan tinggi. ***** ABSTRACT ALDIRA RAIHANAH, "Implementation of Sexual Violence Prevention and Handling Policies at Jakarta State University (A Qualitative Study of the UNJ Task Force for the Prevention and Handling of Violence)," Thesis, Jakarta: Pancasila and Citizenship Education Study Program, Faculty of Social Sciences and Law, State University of Jakarta, 2026. Sexual violence remains a serious issue in higher education institutions, including Jakarta State University, which recorded nine cases of sexual violence throughout 2025. This situation highlights the need for policies that are not only normative but also effectively implemented. This study aims to describe the mechanisms of the sexual violence prevention and response policy implemented at Jakarta State University and to analyze its implementation based on George C. Edward III's Policy Implementation Theory. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with eight students, members of the UNJ Sexual Violence Prevention and Response Task Force, the Head of the Task Force, and an expert informant, supported by observation and document analysis. Data were analyzed through data reduction, data display, and conclusion drawing. The findings reveal that the policy has been implemented through structured prevention measures, including education, awareness campaigns, and information media, as well as response mechanisms involving reporting, verification, investigation, and the imposition of administrative sanctions. Based on the dimensions of communication, resources, disposition, and bureaucratic structure, the implementation has generally been effective. However, several challenges remain, including the uneven dissemination of policy information, limited security facilities, students' reluctance to report incidents due to stigma, and response procedures perceived as relatively lengthy. The study concludes that the implementation of the policy reflects Jakarta State University's commitment to creating a safe campus environment. Nevertheless, strengthening policy dissemination, improving supporting facilities, simplifying administrative procedures, and enhancing victim recovery services are necessary to achieve more effective and comprehensive policy implementation.
