Abstract

Studi ini bertujuan mengevaluasi implementasi PIGP, menggunakan metode kwalitatif dengan model CIPP yang dikembangkan Daniel L. Stufflebeam dkk (1967). Studi kasus di DKI Jakarta. Perbaikan mutu pembelajaran sebagai ‘core value’ penelitian ini mengevaluasi konteks yang menjadi dasar kebijakan, bagaimana perencanaan, apa saja tindakan pelaksana dan bagaimana hasilnya. Dari interpretasi tema data yang muncul saat penelitian maka dicukupkan menggali informasi dari empat orang guru pemula peserta PIGP di dua sekolah, dua orang guru pembimbing (mentor), dua orang kepala sekolah dan dua orang pengawas. Semua guru dengan latar pendidikan S1 kependidikan. Kepala sekolah dan guru bertugas di SMA Neg 23 Jakarta dan SMA Neg 85 Jakarta dan sekaligus menjadi objek penelitian ini. Temuan penelitian dalam hal pengelolaan guru, sekolah hanya bersifat akomodatif pada penempatan guru baru yang ditetapkan kantor dinas pendidikan. Penugasan guru senior sebagai mentor pada kenyataannya sebahagian hanya didasarkan kepangkatan dan tidak mempermasalahkan perberbedaan bidang study (keahlian). Alokasi anggaran tidak jelas dan berdampak pada pelaksanaan program yang tidak optimal. Kata Kunci: Mutu; Pemula; Induksi.************This study aims to evaluate the implementation of PIGP, using a qualitative method with the CIPP model developed by Daniel L. Stufflebeam et al (1967). Case study in DKI Jakarta. Improving the quality of learning as a 'core value' of this research evaluates the context on which the policy is based, how it is planned, what implementing actions are and what the results are. From the interpretation of the data themes that emerged during the research, it was sufficient to gather information from four novice PIGP participating teachers in two schools, two mentor teachers, two school principals and two supervisors. All teachers have a bachelor's degree in education. The principal and teachers work at SMA Neg 23 Jakarta and SMA Neg 85 Jakarta and are also the objects of this research. Research findings in terms of teacher management, schools are only accommodating in the placement of new teachers determined by the education office. In reality, the assignment of senior teachers as mentors is partly based only on rank and does not take into account differences in fields of study (expertise). The budget allocation is unclear and has an impact on program implementation that is not optimal. Keywords: Quality; Beginner; Induction.
