Abstract

Penelitian ini bertujuan untuk menanalisis penentuan garis batas alternatif pada segmen Kawah Ijen antara Kabupaten Banyuwangi dan Kabupaten Bondowoso menggunakan metode kartometrik. Kawah Ijen merupakan kawasan dengan nilai strategis tinggi sebagai destinasi wisata unggulan dan wilayah berpotensi sumber daya alam, namun hingga saat ini belum memiliki penetapan batas administratif resmi dari Kementerian Dalam Negeri akibat perbedaan klaim wilayah yang belum mencapai kesepakatan final antara kedua kabupaten. Penelitian ini menggunakan metode kartometrik berbasis Sistem Informasi Geografis (SIG). Data yang digunakan meliputi Peta Rupa Bumi Indonesia (RBI), data DEMNAS, koordinat Pilar Batas Utama (PBU), dokumen Permendagri No. 141 Tahun 2017, serta hasil wawancara dengan pihak Kementerian Dalam Negeri, Pemerintah Provinsi Jawa Timur, dan Informan lapangan. Hasil penelitian menghasilkan tiga alternatif garis batas. Alternatif 1 berupa garis khayal yang membagi kawah secara proporsional antara kedua kabupaten masing-masing sekitar 62,61 ha untuk Bondowoso dan 62,75 ha untuk Banyuwangi. Alternatif 2 menempatkan seluruh area danau kawah seluas 125,36 ha dalam wilayah Banyuwangi berdasarkan klaim historis peta kolonial 1895 - 1942. Alternatif 3 berdasarkan delineasi watershed menempatkan seluruh danau kawah dalam wilayah Bondowoso. Berdasarkan analisis komparatif terhadap aspek kesesuaian regulasi, keadilan spasial, konsitensi PBU dan potensi konflik, ketiga alternatif menunjukkan keunggulan pada dimensi yang berbeda dandigunakan sebagai bahan pertimbangan teknis dalam proses fasilitasi penegasan batas daerah. ***** This research aims to prepare alternative boundary lines for the Kawah Ijen segment between Banyuwangi Regency dan Bondowoso Regency using the cartometric method. Kawah Ijen is a strategically significant area as leading tourism destination and a region with high natural resource potential. However, to date, no official administrative boundary has been established by the Ministry of Home Affairs due to unresolved territorial claims between the two regencies. This study employs a cartometric method based on Geographic Information System (GIS). Data used include the Indonesian Topographic Map, DEMNAS, coodinates of Primary Boundary Pillars, the Regulation of the Minister of Home Affairs No. 141 of 2017, and interview results with representatives from the Ministry of home Affairs, the East Java Provincial Government, and field informants. The research produced three cartometric boundary alternatives. Alternative 1 consists of an imaginary line dividing the crater proportionally between both regencies, approximately 62,61 ha for Bondowoso and 62,75 ha for Banyuwangi. Alternative 2 places the entire crater lake area of 125,36 ha within Banyuwangi’s territory based on historical claims from colonial-era maps of 1895-1942. Alternative 3, based on watershed boundary delineation using DEMNAS hydrological analysis, places the entire crater lake area of 125,36 ha within Bondowoso's territory. Based on a comparative analysis of regulatory comparative analysis of regulatory compliance, spatial equity, PBU consistency, and conflict potential, each alternative demonstrates distinct advantages and may serve as technical reference material in the boundary confirmation facilitation process.
