Abstract

Penelitian ini bertujuan mengembangkan Buku Panduan Digital Pelaksanaan Administrasi Pelatihan Dasar Calon Pegawai Negeri Sipil (LATSAR CPNS) bagi PIC Angkatan dan Petugas Kelas di Pusat Pengembangan Aparatur Komunikasi dan Digital (Puspa Komdigi). Pengembangan buku panduan dilatarbelakangi oleh belum tersedianya pedoman yang dapat digunakan sebagai acuan dalam melaksanakan administrasi LATSAR CPNS secara terstandar, sehingga pelaksanaan administrasi masih bergantung pada pengalaman individu. Penelitian ini menggunakan metode Research and Development dengan mengadaptasi model pengembangan Rowntree yang terdiri atas tahap perencanaan, persiapan penulisan, serta penulisan dan penyuntingan. Produk yang dihasilkan berupa Buku Panduan Digital Pelaksanaan Administrasi LATSAR CPNS dalam format PDF interaktif yang dilengkapi hyperlink menuju dokumen pendukung. Kelayakan produk dievaluasi melalui critical commenting oleh ahli materi dan ahli media, serta piloting face-to-face tryouts dan field trials. Hasil evaluasi menunjukkan skor rata-rata 3,14 dari ahli materi (baik), 3,47 dari ahli media (sangat baik), 3,71 pada face-to-face tryouts, dan 3,73 pada field trials. Berdasarkan hasil tersebut, Buku Panduan Digital Pelaksanaan Administrasi LATSAR CPNS dinyatakan layak digunakan sebagai acuan bagi PIC Angkatan dan Petugas Kelas dalam melaksanakan administrasi penyelenggaraan LATSAR CPNS di Puspa Komdigi. ***** This study aims to develop a Digital Guidebook for the Administration of Basic Training for Civil Servant Candidates (LATSAR CPNS) for Cohort Coordinators (PIC Angkatan) and Class Officers at the Center for the Development of Communication and Digital Apparatus (Puspa Komdigi). The development of this guidebook was motivated by the absence of a standardized guideline that could serve as a reference for administering LATSAR CPNS, resulting in administrative practices that largely depend on individual experience. This study employed the Research and Development (R&D) method by adapting the Rowntree development model, which consists of three stages: planning, preparation for writing, and writing and editing. The resulting product is an interactive PDF-based Digital Guidebook for the Administration of LATSAR CPNS, equipped with hyperlinks to supporting documents. The feasibility of the product was evaluated through critical commenting by a subject matter expert and a media expert, as well as piloting through face-to-face tryouts and field trials. The evaluation results showed an average score of 3.14 from the subject matter expert (good), 3.47 from the media expert (very good), 3.71 from the face-to-face tryouts, and 3.73 from the field trials. Based on these findings, the Digital Guidebook for the Administration of LATSAR CPNS was deemed feasible to be used as a reference for Cohort Coordinators (PIC Angkatan) and Class Officers in carrying out the administrative processes of LATSAR CPNS implementation at Puspa Komdigi.
