Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi efektivitas Program Pendidikan Pengembangan Spesialis (Dikbangspes) Komandan Kapal di Pusat Pendidikan Kepolisian Perairan dan Udara Lemdiklat Polri. Evaluasi dilakukan dengan mengintegrasikan model CSE-UCLA yang mencakup system assessment, program planning, implementation, improvement, dan certification, serta model Kirkpatrick yang menekankan pada reaction, learning, behavior dan result.Hasil evaluasi menunjukkan bahwa kurikulum program telah selaras dengan Standar Kompetensi Kerja Khusus (SK3), dengan proporsi 30% teori dan 70% praktik, yang dinilai relevan untuk mendukung penguasaan keterampilan teknis dan kepemimpinan. Integrasi teknologi maritim modern seperti radar navigation system dan automatic identification system (AIS) juga memperkuat kesesuaian materi dengan kebutuhan operasional. Dari sisi implementasi, pelaksanaan program berjalan baik dengan dukungan simulator kapal, meskipun masih ditemukan keterbatasan fasilitas smart classroom dan peningkatan pembelajaran hukum laut.Kompetensi instruktur dinilai memadai, namun peningkatan metodologi pengajaran modern dan pemanfaatan teknologi digital tetap diperlukan. Hasil penelitian juga memperlihatkan bahwa lulusan program mengalami peningkatan signifikan dalam keterampilan teknis, kepemimpinan, dan pengambilan keputusan strategis di lapangan. Secara keseluruhan, kombinasi dua model evaluasi memberikan gambaran komprehensif mengenai keberhasilan program, sekaligus menyoroti area yang perlu ditingkatkan seperti pemerataan sarana pembelajaran dan evaluasi jangka panjang terhadap kinerja lulusan.Rekomendasi utama meliputi penguatan sarana digital, pengembangan kapasitas instruktur, serta pembaruan kurikulum yang adaptif terhadap ancaman maritim kontemporer. Kata kunci: Evaluasi program, Dikbangspes, Komandan kapal, Pendidikan kepolisian, CSE-UCLA, Kirkpatrick. ***** ABSTRACT This study aims to evaluate the effectiveness of the Specialized Education Development Program (Dikbangspes) for Ship Commanders at the Water and Air Police Education Center of Lemdiklat Polri. The evaluation integrates the CSEUCLA model,which encompasses system assessment, program planning, implementation, improvement, and certification, along with Kirkpatrick’s model,which emphasizes reaction, learning, behavior, and results.The findings indicate that the program’s curriculum is aligned with the Special Work Competency Standards (SK3), with a proportion of 30% theory and 70% practice, which is considered relevant for strengthening both technical skills and leadership. The integration of modern maritime technologies such as radar navigation systems and automatic identification systems (AIS) further enhances the relevance of the curriculum to operational needs. In terms of implementation, the program is well executed with the support of ship simulators although limitations remain in the availability of smart classrooms and improvement maritime law education.The instructors are deemed competent;however,further development in modern teaching methodologies and the use of digital technologies is still required.The study also demonstrates that graduates of the program experience significant improvements in technical proficiency, leadership, and strategic decision-making in the field. Overall, the integration of the two evaluation models provides a comprehensive understanding of the program’s effectiveness while also highlighting areas that require improvement, such as equitable distribution of learning facilities and long-term evaluation of graduates’ performance. The main recommendations include strengthening digital facilities, enhancing instructor capacity, and updating the curriculum to remain adaptive to contemporary maritime security challenges.
