Abstract
Employee loyalty is a crucial factor in supporting organizational effectiveness and sustainability, particularly within public service oversight institutions that have differing employment statuses between Civil Servants (PNS) and Non-Civil Servants (Non-PNS). This study aims to analyze the influence of the work environment and incentives on employee loyalty, with job satisfaction as a mediating variable, and to compare the relationships between these variables in both PNS and Non-PNS groups.This study adopts a quantitative approach, with data collected through surveys of employees at a public institution. Data analysis was conducted using covariance-based Structural Equation Modeling (SEM) with AMOS software. Additionally, a multi-group analysis was performed to test the differences in structural relaonships between PNS and Non-PNS.The results show that the work environment and incentives have a positive and significant effect on employee loyalty. Between the two variables, incentives have a stronger influence than the work environment. Furthermore, both the work environment and incentives significantly affect job satisfaction, which in turn has a positive impact on employee loyalty. Job satisfaction is proven to partially mediate the relationship between the work environment and incentives toward employee loyalty.The multi-group analysis reveals differences between PNS and Non-PNS, where PNS tend to be more influenced by the work environment, while Non-PNS are more sensitive to incentives due to concerns regarding job security and future stability. These findings indicate that employee loyalty is not only influenced by emotional factors but also by structural and economic factors.This study implies that organizations need to enhance the quality of the work environment and improve incentive systems to be more equitable and adaptive to increase job satisfaction and strengthen sustainable employee loyalty.
