Abstract

Keterlambatan pengiriman kendaraan merupakan permasalahan yang masih sering terjadi pada Kalla Transport dan Logistics, berdampak pada meningkatnya biaya distribusi, terganggunya jadwal pengiriman berikutnya, serta menurunnya kepuasan pelanggan. Permasalahan ini semakin penting untuk dikaji mengingat kapal Roll-on/Roll-off berperan sebagai simpul kritis dalam rantai pasok otomotif, sehingga ketepatan waktu distribusi kendaraan dari produsen ke dealer sangat menentukan efisiensi operasional perusahaan secara keseluruhan. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penyebab keterlambatan pengiriman kendaraan serta menentukan faktor yang paling dominan menyebabkan keterlambatan tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara semi terstruktur terhadap tiga informan yang dipilih secara purposive, yaitu staf Shipment, Transporter, dan Vehicle Logistic Integrated (VLI), yang diperkuat dengan observasi lapangan dan data sekunder berupa rekap jadwal kapal periode Januari–Desember 2025 serta data monitoring berbasis Automatic Identification System (AIS). Data dianalisis menggunakan model interaktif Miles dan Huberman, meliputi reduksi data, penyajian data, dan penarikan kesimpulan, kemudian dipetakan ke dalam fishbone diagram berdasarkan kategori 5M, yaitu Man, Machine, Method, Material, dan Environment, dengan keabsahan data diperkuat melalui triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan bahwa terdapat lima faktor yang menyebabkan keterlambatan pengiriman kendaraan, dengan faktor Man (Sumber Daya Manusia) sebagai faktor paling dominan, khususnya keterbatasan dispatcher tetap pada divisi VLI dan miskomunikasi antarbagian. Faktor Method (Metode/Prosedur) menempati posisi dominan kedua dan memiliki keterkaitan erat dengan faktor Man, sementara faktor Environment memberikan dampak signifikan meskipun bersifat eksternal, dan faktor Machine serta Material relatif lebih terkendali karena telah memiliki mekanisme penanganan internal yang memadai. ****** Vehicle delivery delays remain a recurring problem at Kalla Transport and Logistics, leading to increased distribution costs, disrupted subsequent delivery schedules, and decreased customer satisfaction. This issue is particularly important to examine given that Roll-on/Roll-off vessels serve as a critical node in the automotive supply chain, meaning that the timeliness of vehicle distribution from manufacturer to dealer network largely determines the company's overall operational efficiency. This research aims to identify the factors causing vehicle delivery delays and to determine the most dominant factor contributing to these delays. This study employed a descriptive qualitative approach, with data collected through semi-structured interviews with three purposively selected informants, namely staff from the Shipment, Transporter, and Vehicle Logistic Integrated (VLI) divisions, supported by field observation and secondary data consisting of vessel schedule records for the period of January–December 2025 and Automatic Identification System (AIS) monitoring data. The data were analyzed using the Miles and Huberman interactive model, comprising data reduction, data display, and conclusion drawing, and were then mapped into a fishbone diagram based on the 5M categories, namely Man, Machine, Method, Material, and Environment, with data validity strengthened through source and technique triangulation. The results show that five factors contribute to vehicle delivery delays, with the Man factor (Human Resources) identified as the most dominant, particularly the limited number of permanent dispatchers in the VLI division and miscommunication between divisions. The Method factor ranked as the second most dominant and was found to be closely linked to the Man factor, while the Environment factor had a significant impact despite being external in nature, and the Machine and Material factors were relatively more controlled due to adequate internal handling mechanisms already in place.
