Abstract

Penelitian ini bertujuan untuk menganalisis proses deradikalisasi mantan narapidana terorisme melalui Program Rumah Daulat Buku (RUDALKU) serta menganalisis transformasi mantan narapidana terorisme menuju karakteristik good citizenship setelah mengikuti program tersebut. Fenomena residivisme terorisme di Indonesia, yang menurut Institute Policy Analysis of Conflict (2020) berkisar 10–11 persen dari total narapidana terorisme, menunjukkan bahwa penghentian tindakan kekerasan tidak selalu diikuti oleh perubahan cara berpikir, identitas, dan perilaku yang berkelanjutan. RUDALKU hadir sebagai gerakan literasi berbasis komunitas yang menjadikan rumah mantan narapidana terorisme sebagai taman baca dan ruang interaksi sosial. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Data diperoleh melalui wawancara mendalam, observasi nonpartisipan, dan dokumentasi terhadap pendiri RUDALKU, mantan narapidana terorisme, masyarakat sekitar, serta Badan Nasional Penanggulangan Terorisme (BNPT) sebagai expert informant. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldaña, dengan keabsahan data dijaga melalui member check, triangulasi sumber, dan expert opinion. Kerangka teoretis penelitian ini memadukan teori deradikalisasi John Horgan, Transformative Learning Jack Mezirow, dan Good Citizenship Westheimer dan Kahne. Hasil penelitian menunjukkan bahwa proses deradikalisasi di RUDALKU berlangsung melalui pendekatan literasi, meliputi tahapan disorienting dilemma, refleksi kritis melalui kegiatan membaca, dialog reflektif, transformasi perspektif, rekonstruksi makna perjuangan melalui konsep "jihad literasi", hingga reintegrasi sosial. Adapun transformasi menuju good citizenship tercermin melalui berkembangnya karakter personally responsible citizen (tanggung jawab terhadap keluarga dan kepatuhan hukum), participatory citizen (keterlibatan aktif mengelola taman baca dan kegiatan literasi), serta justice oriented citizen (penghargaan terhadap keberagaman, penolakan ekstremisme, dan kemampuan berpikir kritis). Kesimpulan penelitian ini adalah bahwa pendekatan literasi berbasis komunitas yang dikembangkan RUDALKU efektif mendorong perubahan mantan narapidana terorisme, tidak hanya pada aspek penghentian kekerasan, tetapi juga pada pembentukan identitas kewarganegaraan yang bertanggung jawab, partisipatif, dan berorientasi keadilan. **** This study aimsto analyze the deradicalization process of former terrorism convicts through the Rumah Daulat Buku (RUDALKU) program and to analyze their transformation toward good citizenship characteristics after participating in the program. Terrorism recidivism in Indonesia, reported by Institute Policy Analysis of Conflict (2020) at around 10–11 percent of all convicted terrorists, indicates that the cessation of violent acts is not always followed by sustained change in mindset, identity, and behavior. RUDALKU emerged as a community-based literacy movement that turns the homes of former terrorism convicts into reading corners and spaces for social interaction. This study employs a qualitative approach with a case study design. Data were obtained through in-depth interviews, non-participant observation, and documentation involving the founder of RUDALKU, former terrorism convicts, the surrounding community, and the National Counter Terrorism Agency (BNPT) as an expert informant. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, with credibility maintained through member checks, source triangulation, and expert opinion. The theoretical framework integrates John Horgan's deradicalization theory, Jack Mezirow's Transformative Learning, and Westheimer and Kahne's Good Citizenship concept. The findings show that the deradicalization process at RUDALKU occurs through a literacy-based approach, involving a disorienting dilemma, critical reflection through reading activities, reflective discourse, perspective transformation, reconstruction of the meaning of struggle through the concept of "literacy jihad," and social reintegration. The transformation toward good citizenship is reflected in the development of personally responsible citizen traits (responsibility toward family and law-abiding behavior), participatory citizen traits (active involvement in managing reading corners and literacy activities), and justice-oriented citizen traits (appreciation of diversity, rejection of extremism, and critical thinking skills). The study concludes that the community-based literacy approach developed by RUDALKU effectively encourages change among former terrorism convicts, not only in ceasing violence but also in shaping a responsible, participatory, and justice-oriented civic identity.
