Abstract

Pesatnya perkembangan wilayah perkotaan di Kota Serang berpotensi meningkatkan risiko kebakaran akibat tingginya aktivitas masyarakat, kepadatan penduduk, kepadatan bangunan, serta keterbatasan sistem proteksi kebakaran. Sejalan dengan amanat Peraturan Menteri Dalam Negeri Nomor 14 Tahun 2024 tentang Pedoman Penyusunan Rencana Induk Sistem Penanggulangan Kebakaran dan Penyelamatan (RISPKP), pemerintah daerah perlu menyusun perencanaan penanggulangan kebakaran yang berbasis Analisis Risiko Kebakaran (ARK). Penelitian ini bertujuan untuk menganalisis dan memetakan tingkat risiko kebakaran di Kota Serang serta merumuskan implikasinya terhadap pengembangan Rencana Sistem Pencegahan Kebakaran (RSCK). Penelitian ini menggunakan metode deskriptif kuantitatif berbasis spasial dengan pendekatan Sistem Informasi Geografis. Data diperoleh melalui observasi lapangan, kuesioner pada 67 kelurahan di Kota Serang, data riwayat kejadian kebakaran periode 2021–2025, serta data spasial pendukung lainnya. Analisis dilakukan menggunakan metode skoring terhadap 22 indikator risiko kebakaran yang terdiri atas variabel ancaman, kerentanan, dan proteksi kebakaran. Selanjutnya dilakukan integrasi skor dan analisis spasial menggunakan teknik overlay pada perangkat lunak ArcGIS untuk menghasilkan peta tingkat risiko kebakaran. Hasil penelitian menunjukkan bahwa risiko kebakaran di Kota Serang memiliki karakteristik yang terfragmentasi secara spasial. Wilayah dengan tingkat risiko tinggi terkonsentrasi pada beberapa kelurahan di Kecamatan Serang dan Kecamatan Cipocok Jaya yang memiliki tingkat aktivitas perkotaan, kepadatan penduduk, dan kepadatan bangunan yang tinggi. Kecamatan Serang tercatat memiliki kepadatan penduduk tertinggi sebesar 9.063 jiwa/km² serta jumlah kejadian kebakaran tertinggi sebanyak 262 kejadian. Faktor dominan yang memengaruhi risiko kebakaran meliputi kepadatan penduduk, kepadatan bangunan, aktivitas masyarakat, kondisi bangunan, serta keterbatasan sistem proteksi kebakaran. Berdasarkan hasil analisis tersebut dirumuskan delapan usulan pengembangan RSCK yang mencakup aspek aksesibilitas operasional, penyediaan sumber air pemadaman, penguatan kelembagaan, pemberdayaan masyarakat, dan penguatan sarana prasarana. Hasil validasi menunjukkan bahwa seluruh usulan yang disusun dinilai relevan dan layak diterapkan sebagai upaya pengurangan risiko kebakaran di Kota Serang secara berkelanjutan. ***** The rapid development of urban areas in Serang City has the potential to increase the risk of fire due to high levels of community activity, population density, building density, and limitations in the fire protection system. In accordance with Minister of Home Affairs Regulation No. 14 of 2024 on Guidelines for the Preparation of the Master Plan for Fire Prevention and Rescue Systems (RISPKP), local governments are required to develop fire prevention plans based on Fire Risk Analysis (FRA). This study aims to analyze and map fire risk levels in Serang City and to formulate their implications for the development of the Fire Prevention System Plan (RSCK). This study employs a spatial-based quantitative descriptive method using a Geographic Information System (GIS) approach. Data were collected through field observations, questionnaires administered in 67 urban villages in Serang City, historical fire incident data from 2021 to 2025, and other supporting spatial data. The analysis was conducted using a scoring method applied to 22 fire risk indicators comprising threat, Vulnerability, and fire protection variables. Subsequently, score integration and spatial analysis were performed using overlay techniques in ArcGIS software to generate fire risk level maps. The results of the study indicate that fire risk in Serang City exhibits spatially fragmented characteristics. Areas with high risk levels are concentrated in several urban villages in Serang Subdistrict and Cipocok Jaya Subdistrict, which have high levels of urban activity, population density, and building density. Serang Subdistrict was recorded as having the highest population density at 9,063 people/km² and the highest number of fire incidents at 262 during the 2021–2025 period. The dominant factors influencing fire risk include population density, building density, community activity, building conditions, and limitations in the fire protection system. Based on the results of this analysis, eight proposals for the development of the RSCK were formulated, covering aspects of operational accessibility, the provision of water sources for firefighting, institutional strengthening, community empowerment, and the enhancement of infrastructure. The validation results indicate that all of the proposals are considered relevant and feasible for implementation as part of sustainable efforts to reduce fire risk in Serang City.
