Abstract
Penelitian ini bertujuan untuk menganalisis evaluasi Program Beasiswa Afirmasi Lembaga Pengelola Dana Pendidikan (LPDP) menggunakan model CIPP (Context, Input, Process, Product) dalam perspektif Good Governance, mengidentifikasi faktor pendukung dan penghambat implementasi program, serta merumuskan rekomendasi perbaikan. Program Beasiswa Afirmasi LPDP dirancang untuk menjangkau kelompok masyarakat dari daerah tertinggal, terdepan, dan terluar (3T), penyandang disabilitas, serta kelompok prasejahtera sebagai respons atas ketimpangan distribusi sumber daya manusia berpendidikan tinggi di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Unit analisis penelitian adalah Program Beasiswa Afirmasi LPDP yang dilaksanakan di Kantor LPDP Jakarta. Data dikumpulkan melalui wawancara semi terstruktur dan dokumentasi terhadap delapan informan, meliputi pengelola program LPDP, penerima beasiswa aktif,alumni program afirmasi, perwakilan Indonesia Scholarship Center, serta dosen perguruan tinggi tempat mahasiswa afirmasi menempuh studi. Teknik keabsahan data menggunakan triangulasi sumber dan triangulasi teknik. Teknik analisis data menggunakan model interaktif Miles dan Huberman yang terdiri atas reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa pada komponen context, program dibangun di atas landasan kebutuhan yang relevan dan didukung regulasi yang kuat. Pada komponen input, sumber daya pendanaan melalui model endowment fund dinilai komprehensif; namun seluruh intervensi dukungan baru diberikan pasca-seleksi, sementara hambatan terbesar kelompok afirmasi justru berada pada fase pra-seleksi. Pada komponen process, pelaksanaan program berjalan teratur dan akuntabel, namun terdapat celah dalam sistem pemantauan alumni terkait distribusi geografis ke daerah asal afirmasi. Pada komponen product, terdapat peningkatan jumlah penerima dari 1.530 (2022) menjadi 2.626 (2024) disertai dampak multidimensi yang melampaui capaian akademik. Penelitian merekomendasikan pengembangan pendampingan pra-seleksi, penguatan dimensi geografis sistem monitoring alumni, peningkatan sosialisasi berbasis kemitraan lintas sektor, perluasan sasaran ke jenjang vokasi, serta penguatan dukungan bagi awardee penyandang disabilitas. ***** This study evaluates the Affirmative Scholarship Program administered by the Indonesian Endowment Fund for Education Agency (LPDP) using the CIPP (Context, Input, Process, Product) evaluation model from a Good Governance perspective. It also identifies the supporting and inhibiting factors affecting program implementation and proposes recommendations for improvement. A qualitative case study approach was employed at the LPDP Office in Jakarta. Data were collected through semi-structured interviews and document analysis involving eight informants, including program administrators, active scholarship recipients, alumni, a representative of the Indonesia Scholarship Center and a lecturer from the university where affirmative scholarship recipients are enrolled. Data credibility was ensured through source and technique triangulation and analyzed using the Miles and Huberman interactive model. The findings indicate that the program addresses relevant educational needs and is supported by a strong regulatory framework. The endowment fund financing scheme provides adequate resources; however, support interventions are concentrated after the selection process, while the major challenges faced by affirmative applicants occur during the pre-selection stage. Program implementation is generally systematic and accountable, although weaknesses remain in monitoring the geographical distribution of alumni returning to their target regions. The number of scholarship recipients increased from 1,530 in 2022 to 2,626 in 2024, generating multidimensional impacts beyond academic achievement. The study recommends strengthening pre-selection assistance, improving the geographical dimension of the alumni monitoring system, expanding cross-sector partnership-based outreach, broadening scholarship opportunities for vocational education, and enhancing support for scholarship recipients with disabilities.
