Abstract

Penelitian pengembangan ini bertujuan menghasilkan media pembelajaran berupa video interaktif pada Pelatihan Manajemen Risiko bagi Aparatur Sipil Negara (ASN) di Kementerian Desa dan Pembangunan Daerah Tertinggal. Pengembangan dilakukan untuk mendukung pembelajaran mandiri pada pelatihan berbasis e-learning secara asinkronus melalui Learning Management System (LMS) SIPINTAR APIK. Penelitian ini menggunakan model pengembangan 4D oleh Thiagarajan yang meliputi tahap define, design, develop, dan disseminate. Produk yang dihasilkan berupa tiga video interaktif, yaitu "Manajemen Risiko Dimulai dari Mana?", "Seberapa Besar Risikonya? Saatnya Menilai Risiko!", dan "Risikonya Sudah Jelas, lalu Apa yang Harus Dilakukan?". Evaluasi formatif dilakukan melalui expert review oleh ahli materi, ahli media, dan ahli desain pembelajaran, serta uji coba pengguna one-to-one dan small group. Hasil penilaian menunjukkan bahwa ahli materi memberikan skor 4,00 pada ketiga video, ahli media memberikan skor 3,64 pada ketiga video, sedangkan ahli desain pembelajaran memberikan skor 3,63 pada Video 1 serta 3,72 pada Video 2 dan Video 3. Uji coba one-to-one memperoleh skor 3,63, 3,76, dan 3,78, sedangkan uji coba small group memperoleh skor 3,84, 3,88, dan 3,88 untuk Video 1, Video 2, dan Video 3. Seluruh hasil penilaian termasuk dalam kategori Sangat Baik, sehingga media video interaktif yang dikembangkan dinyatakan layak digunakan sebagai bahan belajar pada Pelatihan Manajemen Risiko bagi ASN di lingkungan Kementerian Desa dan Pembangunan Daerah Tertinggal. **** This development research aims to produce interactive video learning materials for Risk Management Training for Civil Servants (ASN) at the Ministry of Villages and Disadvantaged Regions. The development was carried out to support self-directed learning in asynchronous e-learningbased training through the SIPINTAR APIK Learning Management System (LMS). This study employed Thiagarajan’s 4D development model, which includes the Define, Design, Develop, and Disseminate stages. The resulting products consist of three interactive videos: “Where Does Risk Management Begin?”, “How Big Is the Risk? It’s Time to Assess the Risk!”, and “The Risk Is Clear—So What Should Be Done?”. Formative evaluation was conducted through expert reviews by subject matter experts, media experts, and instructional design experts, as well as one-to-one and smallgroup user tests. The evaluation results showed that the subject matter experts gave a score of 4.00 for all three videos, the media experts gave a score of 3.64 for all three videos, while the instructional design experts gave a score of 3.63 for Video 1 and 3.72 for Videos 2 and 3. The one-on-one user testing yielded scores of 3.63, 3.76, and 3.78, while the small-group user testing yielded scores of 3.84, 3.88, and 3.88 for Video 1, Video 2, and Video 3, respectively. All evaluation results fell into the “Very Good” category, so the interactive video media developed was deemed suitable for use as learning materials in Risk Management Training for civil servants within the Ministry of Villages and Disadvantaged Regions.
