Abstract

Penelitian pengembangan ini bertujuan menghasilkan Buku Pedoman Digital Penyusunan Konten Komunikasi Publik bagi Tim Publikasi dan Kerja Sama Direktorat SMP Kemendikdasmen RI. Pengembangan produk dilatarbelakangi oleh belum tersedianya sumber belajar yang memuat tahapan penyusunan konten komunikasi publik secara sistematis sesuai kebutuhan organisasi. Penelitian menggunakan model Rowntree yang meliputi tahap perencanaan, persiapan penulisan, serta penulisan dan penyuntingan. Pengumpulan data dilakukan melalui observasi, wawancara, dan kuesioner dengan skala penilaian 4–1. Evaluasi formatif dilakukan melalui expert review, face-to-face tryouts, dan field trials. Hasil penelitian berupa Buku Pedoman Digital yang dilengkapi materi, contoh penulisan konten, hyperlink, media tersemat, dan evaluasi mandiri. Hasil uji kelayakan memperoleh persentase 90,6% dari ahli materi, 94,4% dari ahli media, dan 89,7% pada field trials, seluruhnya berkategori Sangat Baik. Dengan demikian, produk dinyatakan sangat layak sebagai sumber belajar mandiri sekaligus acuan penyusunan konten komunikasi publik di Direktorat SMP Kemendikdasmen RI. **** This development research aims to produce a Digital Guidebook on the Development of Public Communication Content for the Publication and Cooperation Team of the Junior High School Directorate at the Indonesian Ministry of Education, Culture, Research, and Technology. The development of this product was motivated by the lack of learning resources that systematically outline the steps for developing public communication content in accordance with the organization’s needs. The research utilized the Rowntree model, which includes the planning, pre-writing, and writing and editing stages. Data collection was conducted through observation, interviews, and questionnaires using a 4–1 rating scale. Formative evaluation was carried out through expert review, face-to-face tryouts, and field trials. The research results consist of a Digital Guidebook equipped with materials, content writing examples, hyperlinks, embedded media, and self-assessment tools. The feasibility test results showed a 90.6% approval rate from subject matter experts, 94.4% from media experts, and 89.7% in field trials, all categorized as “Very Good.” Thus, the product was deemed highly suitable as a self-learning resource as well as a reference for developing public communication content at the Directorate of Junior High Schools, Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia.
