Abstract
Penelitian ini bertujuan untuk mengevaluasi program pemberdayaan komunitas adat terpencil di Kabupaten Asmat Provinsi Papua dengan stake's countenance model, sub fokus kajian terdiri dari (1) antecedents (persiapan), (2) transactions (proses) dan (3) outcomes (hasil). Evaluasi program pemberdayaan komunitas adat terpencil ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengambilan data dilakukan dengan wawancara mendalam, dokumentasi, dan observasi. Hasil penelitian ini menunjukkan bahwa (1) Kondisi awal (antecedents) sebagai prasyarat pelaksanaan pemberdayaan, dari enam fokus atau aspek penilaian, lima aspek sesuai dengan standar obyektif pemberdayaan KAT dan satu aspek yaitu penyusunan program dan kegiatan belum sesuai dengan standar obyektif pemberdayaan dan kebutuhan masyarakat. (2) proses pelaksanaan (transactions) pemberdayaan fisik aktualisasinya sesuai dengan standar obyektif pemberdayaan dan kebutuhan masyarakat, sedangkan kegiatan non fisik pola dan mekanisme serta pengalokasian anggarannya belum sesuai dengan standar obyektif dan kebutuhan masyarakat, (3) Hasil (outcomes) kegiatan pemberdayaan belum sepenuhnya sesuai dengan standar indikator keberhasilan pemberdayaan. Pemangku kepentingan dari tingkat pusat sampai daerah berkewajiban meneguhkan komitmen dan memperkuat dukungan dalam membangun sistem pelayanan terpadu (one stop services) pemberdayaan komunitas adat terpencil melalui perbaikan mendasar dan mendesak tentang : (a) landasan legal formal perundang-undangan dan ketentuan terutama kegiatan non fisik pemberdayaan; (b) struktur kelembagaan, tata kerja, tata kelola dan tata koordinasi, maupun manajemen dan jenis layanan pemberdayaan, (c): standar kualifikasi dan kompetensi petugas pengelola kegiatan dan pendamping sosial pemberdayaan; (d): jejaring kerja dalam manajemen kelembagaan dan program layanan, maupun manajemen data dan informasi yang profesional dalam pemberdayaan komunitas adat terpencil. This research aims to evaluate the empowerment program of traditional remote community in Asmat district, Papua Province. This evaluation research uses the Stake's Countenance Model with three sub focus, namely (1) antecedents, (2) transactions and (3) outcomes. Program evaluation of this Traditional Remote Community empowerment using a qualitative approach with the case study method. Data is collected by in-depth interviews, documentation, and observation. The results of this research indicate; (1) The initial condition (antecedent) as a prerequisite for the implementation of empowerment, from six focus or aspects of assessment, five aspects in accordance with KAT empowerment objective standards and one aspect, namely the preparation of programs and activities not in accordance with the standards of empowerment goals and community needs, (2) empowerment implementation (transaction) process, from physical and non-physical activities, actualization physical activities in accordance with the objective standards of empowerment and community needs, while non-physical activities are not in accordance with objective standards and community needs, (3) the results (outcomes) of empowerment activities are not fully in accordance with the standard indicators of successful empowerment. Stakeholders from the central to the regional level should strengthen their commitment and strengthen support in building a one stop services system for empowering remote indigenous communities through fundamental and urgent improvements on: (a) formal legal basis for legislation and provisions, especially non-physical empowerment activities; (b) institutional structure, work procedures, governance and coordination, as well as management and types of empowerment services, (c): qualification standards and competencies of the activity management officers and empowerment social assistants; (d): networking in institutional management and service programs, as well as professional data and information management in the empowerment of remote indigenous communities.
