Abstract

Jakarta merupakan wilayah yang letaknya dikelilingi oleh tiga sesar, yaitu Sesar Baribis, Sesar Cimandiri, dan Sesar Lembang. Sehingga kerentanan bangunan, khususnya bangunan lama perlu dievaluasi terhadap risiko gempa. Gedung Perpustakaan Universitas Negeri Jakarta merupakan gedung beton bertulang berlantai 7 yang didirikan pada tahun 1993, dan dirancang berdasarkan peraturan lama. Seiring dengan meningkatnya kerusakan bangunan dan korban jiwa akibat gempa bumi, maka perlu dilakukannya evaluasi pada struktur bangunan terhadap beban gempa. Penelitian ini bertujuan untuk mengetahui tingkat kerentanan bangunan eksisting terhadap risiko gempa sesuai standar evaluasi seismik. Metode penelitian yang digunakan yaitu evaluasi seismik dengan pendekatan kuantitatif deskriptif melalui Rapid Visual Screening (RVS) sesuai standar FEMA P-154 dan Form Checklis Tier 1 sesuai standar ASCE41-17 dengan tingkat bahaya seismik yaitu BSE-1E dan BSE-2E. Hasil RVS menunjukkan skor akhir pada level 1 sebesar 1,1 (potensi keruntuhan 7,9%) dan level 2 sebesar 0,5 (potensi keruntuhan 31,6%), yang disebabkan oleh faktor modifikasi vertical irregularity (soft story dan out of setback). Sementara hasil Form Checklis Tier 1 pada tingkat kinerja collapse prevention (CP) ditemukan 4 parameter tidak memenuhi (NC), sedangkan pada tingkat kinerja Immediate Occupancy (IO) sebanyak 6 parameter tidak memenuhi (NC). Parameter yang tidak memenuhi syarat meliputi konfigurasi dasar (soft story dan torsi), dan struktur meliputi kolom kaptif, spasi tulangan sengkang, eksentrisitas joint,dan ketidakberaturan horizontal. Kesimpulan dari pemeriksaan menunjukkan kedua standar evaluasi memiliki keselaran, dan bangunan memiliki tingkat kerentanan seismik rendah hingga sedang sehingga direkomendasikan evaluasi lanjutan Tier 2 dan Tier 3 serta perkuatan struktur. ***** Jakarta is an area surrounded by three faults: the Baribis Fault, the Cimandiri Fault, and the Lembang Fault. Consequently, the vulnerability of buildings particularly older ones to earthquake risk must be evaluated. The Jakarta State University Library is a seven-story reinforced concrete building constructed in 1993 and designed in accordance with older regulations. As damage to buildings and loss of life due to earthquakes continue to rise, it is necessary to evaluate building structures against seismic loads. This study aims to determine the vulnerability level of existing buildings to earthquake risk in accordance with seismic evaluation standards. The research method employed was a seismic evaluation using a descriptive quantitative approach through Rapid Visual Screening (RVS) in accordance with FEMA P-154 standards and the Tier 1 Checklist in accordance with ASCE 41-17 standards, with seismic hazard levels of BSE-1E and BSE-2E. The RVS results showed a final score of 1.1 at Level 1 (7.9% collapse probability) and 0.5 at Level 2 (31.6% collapse probability), attributed to vertical irregularity modification factors (soft stories and out-of-setback conditions). Meanwhile, the results of the Tier 1 Checklist for the collapse prevention (CP) performance level revealed that 4 parameters were non-compliant (NC), while for the immediate occupancy (IO) performance level, 6 parameters were non-compliant (NC). The non-compliant parameters included foundation configuration (soft story and torsion), and structural parameters such as captive columns, stirrup spacing, joint eccentricity, and horizontal irregularities. The conclusion of the assessment indicated that the two evaluation standards were consistent, and the building exhibited a low to moderate level of seismic vulnerability; therefore, further Tier 2 and Tier 3 evaluations, as well as structural retrofitting, were recommended.
