Abstract

Penelitian ini bertujuan untuk mengevaluasi Program Pendidikan dan Pelatihan Kepemimpinan Tingkat IV yang diselenggarakan oleh BPSDMD Provinsi Banten tahun 2017. Penelitian dilaksanakan sejak bulan Juni 2017 sampai dengan bulan November 2018. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode evaluatif. Sedangkan model yang digunakan adalah Model Evaluasi Kirkpatrick Empat Level, yaitu: (1) Reaction; (2) learning; (3) Behavior; dan (4) Result. Hasil penelitian menunjukkan: Pertama, evaluasi level reaction terhadap layanan menunjukkan reaksi: (a) “Sangat Memuaskan” terhadap aspek kelengkapan informasi diklat, ketersediaan asrama, ketersediaan kelas, ketersediaan ruang makan, penyajian makanan, jadwal makan, ketersediaan toilet, fasilitas kesehatan, tempat ibadah, sarana diklat, ketersediaan air, dan bahan diklat; (2) “Memuaskan” terhadap aspek kebersihan asrama dan menu makanan; (3) “Cukup Memuaskan” terhadap aspek fasilitas olah raga; dan (4) “Kurang Memuaskan” terhadap aspek layanan kondisi penerangan/listrik. Sedangkan reaksi peserta terhadap widyaiswara menunjukkan nilai sangat baik. Kedua, evaluasi level learning menunjukkan bahwa peserta memiliki kemampuan dalam menyusun rancangan inovasi serta mampu mengimplementasikan perencanaan inovasi. Ketiga, evaluasi level behavior menunjukkan bahwa kemampuan alumni meningkat dalam hal koordinsi, kepemimpinan, kerjasama, dan perilaku kerja. Selain itu diperoleh hasil bahwa Pendidikan dan Pelatihan Kepemimpinan Tingkat IV yang diselenggarakan oleh BPSDMD Provinsi Banten dinilai efektif untuk menyelesaikan masalah-masalah yang dihadapi oleh organisasi. Proyek perubahan yang dirancang oleh peserta dapat direalisasikan dan tidak ditemukan adanya kendala yang berarti. Evaluasi level result menunjukkan bahwa: alumni Diklat menunjukkan kinerja yang lebih baik, proyek perubahan yang dirancang oleh peserta dinilai dapat menunjang kinerja organisasi, manfaat proyek perubahan dapat dirasakan oleh organisasi serta pihak-pihak yang berkaitan dengan bidang pekerjaan, dan meningkatnya kinerja individu dapat meningkatkan kinerja organisasi. ********* ABSTRACT This study aims to evaluate the Level IV Leadership Education and Training Program held by the BPSDMD Banten Province in 2017. The research was conducted from June 2017 to November 2018. The research approach used is qualitative with evaluative method. While the model used is the Kirkpatrick Four Level Evaluation Model, namely: (1) Reaction; (2) learning; (3) Behavior; and (4) Result. The results showed: First, evaluation of the level of reaction to services showed reactions: (a) "Very Satisfactory" to aspects of completeness of education and training information, boarding availability, class availability, dining room availability, food serving, meal schedule, availability of toilets, health facilities, places worship, education and training facilities, water availability, and training materials; (2) "Satisfying" aspects of the cleanliness of the hostel and food menu; (3) "Quite Satisfactory" with aspects of sports facilities; and (4) "Unsatisfactory" with aspects of lighting/electricity service conditions. While the participants' reactions to widyaiswara showed very good value. Second, evaluation of learning level shows that participants have the ability to develop innovation designs and are able to implement innovation planning. Third, evaluation of the behavior level shows that the ability of alumni has increased in coordination, leadership, cooperation, and work behavior. In addition, the results were obtained that Level IV Leadership Education and Training organized by BPSDMD Banten Province was considered effective in solving problems faced by the organization. Change projects designed by the participants can be realized and no significant obstacles are found. Evaluation of result level shows that: Education and Training alumni show better performance, change projects designed by participants are considered to be able to support organizational performance, the benefits of change projects can be felt by organizations and parties related to the field of work, and increasing individual performance can improve performance organization.
