Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Program Pendidikan Profesi Guru (PPG) terhadap guru Sekolah Menengah Pertama (SMP) bersertifikasi di Kota Sabang, Provinsi Aceh, dengan fokus pada aspek konteks, masukan, proses, dan produk dalam meningkatkan kompetensi pedagogik, profesional, sosial, dan kepribadian guru. Penelitian ini menggunakan metode evaluasi dengan pendekatan model CIPP (Context, Input, Process, Product). Pengumpulan data dilakukan melalui kuesioner, wawancara, dan dokumentasi yang melibatkan responden guru, siswa, kepala sekolah, serta guru sejawat. Analisis data menggunakan teknik deskriptif kuantitatif dan kualitatif untuk memperoleh gambaran komprehensif terhadap efektivitas program. Hasil penelitian menunjukkan bahwa pada aspek konteks, program PPG telah sesuai dengan kebutuhan peningkatan mutu guru di Kota Sabang, dengan tingkat pencapaian sebesar 86,40% (kategori sangat baik). Pada aspek input, kesiapan sumber daya, kurikulum, serta sarana prasarana mendukung pelaksanaan program dengan nilai 85,32% (sangat baik). Pada aspek proses, pelaksanaan pembelajaran, praktik pengalaman lapangan, dan bimbingan akademik berjalan efektif dengan capaian 83,84% (sangat baik), meskipun masih terdapat kendala teknis dan geografis. Pada aspek produk, program PPG menunjukkan dampak positif terhadap peningkatan kompetensi guru dan kualitas pembelajaran dengan capaian 84,17% (sangat baik). Penelitian ini menyimpulkan bahwa program PPG di Kota Sabang telah berjalan secara efektif dalam meningkatkan kompetensi guru SMP bersertifikasi. Namun demikian, diperlukan peningkatan dalam aspek kesesuaian program dengan kondisi daerah kepulauan, penguatan sarana prasarana, serta optimalisasi dukungan kebijakan dan monitoring untuk menjamin keberlanjutan dan pemerataan kualitas pendidikan di wilayah 3T. Kata kunci: Evaluasi program PPG, Model CIPP, Kompetensi guru, Wilayah 3T, Kota Sabang. *********************************************** This study aims to evaluate the implementation of the Teacher Professional Education Program (PPG) for certified junior high school (SMP) teachers in Sabang City, Aceh Province, with a focus on the aspects of context, input, process, and product in improving teachers’ pedagogical, professional, social, and personal competencies. This research employs an evaluation method using the CIPP (Context, Input, Process, Product) model approach. Data were collected through questionnaires, interviews, and documentation involving respondents consisting of teachers, students, principals, and fellow teachers. Data analysis was conducted using descriptive quantitative and qualitative techniques to obtain a comprehensive overview of the program’s effectiveness.The results indicate that, in the context aspect, the PPG program is aligned with the needs for improving teacher quality in Sabang City, with an achievement level of 86.40% (very good category). In the input aspect, the readiness of human resources, curriculum, and facilities supports the implementation of the program with a score of 85.32% (very good). In the process aspect, the implementation of learning, teaching practice (field experience), and academic mentoring have been carried out effectively with an achievement of 83.84% (very good), although technical and geographical constraints remain. In the product aspect, the PPG program demonstrates a positive impact on improving teacher competencies and the quality of learning, with an achievement of 84.17% (very good). This study concludes that the PPG program in Sabang City has been effectively implemented in improving the competencies of certified junior high school teachers. However, improvements are still required in terms of program alignment with the conditions of island regions, strengthening of infrastructure, and optimization of policy support and monitoring systems to ensure sustainability and equitable quality of education in disadvantaged, frontier, and outermost (3T) regions.
