Abstract

Abstrak Penelitian ini bertujuan untuk mengevaluasi pendidikan spesialisasi perwira Hidro-Oseanografi, di Pusat Pendidikan Hidro-Oseanografi TNI AL. Metode yang digunakan metode studi evaluasi dengan model Kirkpatrick. Hasil penelitian menunjukkan; (1). Reaction, Dikspespa Hidros sebagai Dikbangspes bidang Hidros merujuk pada kurikulum International Hydrographic Organization (IHO) telah diakui sebagai pendidikan surveyor Hidrografi Kategori ”B” walaupun belum memiliki tenaga pendidik dari luar negeri, (2). Learning, terdapat beberapa aspek penilaian diantaranya mengetahui kemampuan peserta didik dalam hal ketepatan menggunakan peralatan dan teori, kecermatan dan ketelitian dalam pengumpulan data, (3). Behavior, terbagi menjadi dua bagian yaitu kemampuan kerja dan alumnus memiliki motivasi kerja sehingga mampu menerapkan pengetahuan dengan baik ke dalam pekerjaan, kemampuan fisik diterapkan dalam melaksanakan tugas dan kemampuan emosional menunjukkan sikap kerja yang baik, dan (4). Result, alumnus memiliki kinerja yang memuaskan seperti aspek kualitas kerja, kuantitas kerja, kerja sama dan keterlibatan kerja semuanya tergolong baik. Lulusan Dikspespa Hidros umumnya dapat langsung turut serta dalam operasi survey dan pemetaan Hidros sementara alumnus yang berasal dari non hidros (Armada, Lantamal dan Lanal) masih perlu pendampingan dalam bekerja. Evaluasi model Kirkpatrick belum pernah dilakukan di Pusat Pendidikan Hidro-Oseanografi TNI AL terkait pendidikan spesialisasi Perwira Hidro-Oseanografi yang sudah bersertifikasi Internasional kategori B akreditasi dari FIG-IHO-ICA sehingga menjadi state of the art penelitian yang dilakukan, sedangkan novelty penelitian adalah didapatkan peningkataan kemampuan: keterampilan penggunaan peralatan, pengolahan dan penyajian data lebih dari cukup, selain itu kemampuan dan motivasi kerja dapat diaplikasikan dengan baik saat alumnus bekerja. *********** Abstract This study aims to evaluate the Hydro-Oceanographic Officer Specialization Education, at the Indonesian Navy's Hydro-Oceanographic Education Center. The method used was the evaluation study method with Kirkpatrick's model. The results of the study show; (1). Reaction, Dikspespa Hidros as a Dikbangspes Hidros that refers to the International Hydrographic Organization (IHO) Curriculum has been recognized as "B" Category Hydrographic Surveyor Education but lack of international lecturers, (2). Learning, some aspects of assessment include knowing the ability of learners in terms of accuracy using equipment and theory, accuracy and transparency in the data collection, (3). Behavior, divided into two parts, namely work ability and alumni have work motivation so that they are able to apply knowledge well into work, physical abilities applied in carrying out tasks and emotional abilities show good work attitudes, and (4). Result, alumni have satisfactory performance such as aspects of the quality of work, quantity of work, cooperation and good work involvement. Dikspespa Hidros graduates generally could directly participate in survey and charting operation while non-hydros (Fleet, Main Naval Base and Naval Base) still need assistance. The evaluation of the Kirkpatrick model has not been done at the Indonesian Navy's Hydro-Oceanographic Education Center related to the international certified of hydro-oceanographic in category B accreditation from FIG-IHO-ICA so that be the State of the Art, while the Novelty of the study find in ability improvmenty: the skills of using equipment, well data processing and presenting, besides that the ability and work motivation can be well applied in the working filed.
