Abstract

Perubahan kebijakan Penerimaan Peserta Didik Baru (PPDB) menjadi Sistem Penerimaan Murid Baru (SPMB) berbasis domisili membawa konsekuensi manajerial dan keadilan akses yang signifikan bagi sekolah dasar di wilayah urban padat seperti SDN Cempaka Baru 05 Jakarta Pusat. Penelitian ini bertujuan menganalisis implementasi kebijakan SPMB sistem domisili dan dampaknya terhadap pemerataan akses pendidikan di SDN Cempaka Baru 05 Jakarta dalam perspektif manajemen pendidikan. Analisis difokuskan pada dimensi keadilan menurut John Rawls, faktor-faktor implementasi berdasarkan model Van Meter & Van Horn, serta proses dan kualitas implementasi dengan kerangka William N. Dunn. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus tunggal. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap kepala sekolah, panitia SPMB/PPDB, operator, guru/wali kelas, orang tua, dan perwakilan masyarakat, kemudian dianalisis dengan bantuan perangkat lunak analisis kualitatif. Hasil penelitian menunjukkan bahwa implementasi SPMB sistem domisili pada dasarnya telah mencerminkan prinsip-prinsip keadilan Rawlsian dan didukung standar serta SOP yang cukup jelas, sumber daya dan teknologi yang memadai, serta komunikasi dan disposisi pelaksana yang positif. Namun, variasi literasi digital dan kondisi sosial ekonomi masyarakat masih menjadi tantangan dalam mewujudkan keadilan substantif dan efektivitas implementasi, sehingga diperlukan penguatan sosialisasi, pendampingan, dan kebijakan afirmasi yang lebih terarah. ***** The policy shift from the previous zoning-based PPDB system to the domicile-based New Student Admission System (SPMB) has created substantial managerial and equity-related implications for primary schools in densely populated urban areas such as SDN Cempaka Baru 05 Jakarta Pusat. This study aims to analyze the implementation of the domicile-based SPMB policy and its impact on equal access to education at SDN Cempaka Baru 05 Jakarta Pusat from an educational management perspective. The analysis focuses on the dimensions of justice using John Rawls’ theory, the determinants of implementation based on Van Meter and Van Horn’s model, and the process and quality of implementation using William N. Dunn’s framework. This research employs a qualitative approach with a single case study design. Data were collected through in-depth interviews, observations, and document analysis involving the principal, SPMB/PPDB committee, school operator, teachers/homeroom teachers, parents, and community representatives, and were analyzed with the support of qualitative analysis software. The findings indicate that the implementation of the domicile-based SPMB has generally reflected Rawlsian principles of justice and is supported by relatively clear standards and SOPs, adequate resources and technology, as well as positive communication and implementers’ dispositions. Nevertheless, heterogeneous levels of digital literacy and diverse socio-economic conditions among the community still challenge the realization of substantive justice and effective implementation, highlighting the need for strengthened socialization, targeted assistance, and more explicit affirmative policies.
