Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis manajemen kolaborasi Stakeholder dalam implementasi Program Makan Bergizi Gratis (MBG) di SDN Kota Baru IX Bekasi Barat. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam terhadap enam informan dan studi dokumentasi dengan melibatkan kepala sekolah, guru, murid penerima Program MBG, orang tua murid, Kepala SPPG Kota Baru, dan ahli gizi. Analisis data menggunakan model Miles dan Huberman melalui proses pengumpulan data, reduksi data, penyajian data, serta penarikan dan verifikasi kesimpulan. Hasil penelitian menunjukkan bahwa kolaborasi Stakeholder telah berjalan pada tingkat operasional melalui koordinasi antara sekolah dan SPPG dalam pendataan siswa, distribusi makanan, pendampingan guru, serta monitoring harian. Namun, kolaborasi masih perlu diperkuat pada aspek perencanaan partisipatif, forum evaluasi lintas Stakeholder, pelibatan orang tua dan siswa, standardisasi peran guru, serta integrasi program dengan Kurikulum Merdeka. Faktor pendukung utama meliputi komunikasi cepat, pembagian peran di sekolah, dukungan guru, penerimaan positif orang tua dan siswa, serta keterlibatan ahli gizi. Faktor penghambat meliputi keterlambatan distribusi, variasi menu, keterbatasan pelibatan orang tua, belum adanya pelatihan khusus bagi guru, dan belum kuatnya evaluasi partisipatif. Penelitian ini menyimpulkan bahwa Program MBG perlu dikelola melalui model manajemen kolaborasi Stakeholder berbasis SPPG-sekolah yang bergerak dari koordinasi teknis menuju kolaborasi partisipatif dan berkelanjutan. ***** This study aims to describe and analyze Stakeholder Collaboration management in the implementation of the Free Nutritious Meal Program (MBG) at SDN Kota Baru IX, Bekasi Barat. This research employed a descriptive qualitative approach with a case study design. Data were collected through in-depth interviews with six informants and document analysis involving the principal, a teacher, a student receiving the MBG Program, a parent, the Head of SPPG Kota Baru, and a nutritionist. The data were analyzed using the Miles and Huberman interactive model through data collection, data reduction, data display, and conclusion drawing and verification. The findings show that Stakeholder Collaboration has operated at an operational level through Coordination between the school and SPPG in student data collection, food distribution, teacher assistance, and daily monitoring. However, Collaboration still needs to be strengthened in participatory Planning , cross-Stakeholder evaluation forums, parent and student involvement, standardization of teacher roles, and integration with the Merdeka Curriculum. The supporting factors include rapid communication, role distribution within the school, teacher support, positive acceptance from parents and students, and the involvement of nutritionists. The inhibiting factors include distribution delays, menu variation issues, limited parent participation, lack of specific teacher training, and weak participatory evaluation mechanisms. The study concludes that MBG should be managed through an SPPG-school-based Stakeholder Collaboration management model that moves from technical Coordination toward participatory and sustainable Collaboration.
